Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $92,360 FROM THE <br />DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID FUNDS IN <br />THE FY 2018 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT FOR PORT SECURITY, INCLUDING REPAIRS AND UPGRADES TO <br />THE SAFE BOAT.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 445 - Adoption of an ordinance accepting $1,400 of funding received from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY 2018 Behavioral Healthcare Service Fund for <br />use by the Department of Behavioral Healthcare Services to acquire a Prevention <br />Data License in furtherance of its efforts to address opioid abuse. <br /> <br />Background: <br /> <br /> In May, Governor Terry McAuliffe announced that Virginia received a $9.76 million <br />federal grant to help fight the opioid epidemic. <br /> <br /> The one-year grant is from the Substance Abuse and Mental Health Services <br />Administration to help support prevention, treatment and recovery efforts. <br /> <br /> In Virginia, a total of 18 communities received designation of funding based on <br />need such as overdose rates and other factors. <br /> <br />Discussion: <br /> <br /> On May 5, 2017, the city of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) was notified of a Prevention Award totaling $15,000 from the Virginia <br />Department of Behavioral Health and Developmental Services (DBHDS) to provide <br />enhanced coalition development, community awareness and partnerships to assist with <br />resources to address the prescription drug and the heroin epidemic. <br /> <br /> These funds will help obtain resources and heightening community awareness to <br />implement coalition development strategies identified below: <br /> Coalition capacity building <br />o <br /> Community mobilization <br />o <br /> Recruitment and engagement <br />o <br /> Facilitating systems of care linkages <br />o <br /> <br /> In addition, a portion of the funding will purchase a license from Collaborative <br />Planning Group Systems, Inc. for the Prevention Based Performance System to enter <br /> <br />required data. <br /> <br /> PDBHS received additional funding in the amount of $1,400 for the purchase of <br />the Collaborative Planning Group Substance Abuse Block Grant (SABG) Prevention Data <br />License. The total grant award is now $16,400. <br /> <br /> The original $15,000 was appropriated by City Council on June 13, 2017. The <br />balance of $1,400 now must be appropriated. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
