October 10, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, October 10, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Dr. Allen McFarland opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of September 25, 2017, of a Called Meeting of September 26, 2017, and <br />of a Regular Meeting of September 26, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />17 - 442 - Public hearing on a code amendment application: <br /> <br /> <br />CA-17-02 CITYWIDE -The City of Portsmouth proposes to amend the text of <br />the Zoning Ordinance to repeal and replace Section 40-1-5.1 <br />Parking, which sets out the standards for vehicular parking and <br />accommodations for bicycles and pedestrians. Included in the <br />amendments are the elimination of maximum parking standards, <br />more flexible parking requirements, establishing long and short term <br />bicycle parking requirements, consolidating all of the parking and <br />related provisions in a single location in the Ordinance, including the <br />D1, Downtown, and D2, Uptown, standards and proposing a special <br />exception process for deviations from the parking requirements. <br />(Electronic Roll Call) <br /> <br /> Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to concur with the <br />recommendation of the Planning Commission that CA-1-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />17 - 443 - Adoption of an ordinance accepting an Emergency Food and Shelter <br />National Board Program Grant in the amount of $12,135 from the Department of <br />Homeland Security and appropriating said sum in the FY 2018 Grants Fund for use <br />by the Department of Social Services to assist Portsmouth citizens who have <br />emergency shelter or utility needs. <br /> <br />Background: <br /> <br /> The EFSP was established on March 24, 1983, with the signing of the “Jobs <br />Stimulus Bill,” Public Law 98-8. That legislation created a National Board chaired by the <br />Federal Emergency Management Agency (FEMA) that consisted of representatives from <br />the American Red Cross, Catholic Charities USA, National Council of Churches of Christ <br />in the USA; the Jewish Federation of North America, The Salvation Army, and United <br />Way Worldwide. <br /> <br /> The EFSP is a restricted federal grant. EFSP funding is awarded through the <br />Department of Homeland Security. The National Board encourages Local Boards, or <br />decision-making local bodies, to place special emphasis on identification of and <br />assistance to the elderly, families with children, Native Americans and veterans. <br /> <br /> <br /> <br /> <br /> <br />
