September 26, 2017 <br /> <br />“ORDINANCE (1) TRANSFERRING $5,951 FROM THE TRAFFIC INVENTORY <br />PROJECT IN THE FY 2018 CAPITAL IMPROVEMENT FUND BUDGET TO THE <br />WESTHAVEN BICYCLE IMPROVEMENTS PROJECT IN THE FY 2018 CAPITAL <br />IMPROVEMENT FUND BUDGET AND (2) ACCEPTING URBAN FUNDS IN THE <br />AMOUNT OF $297,561 FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION <br />AND APPROPRIATING SAID FUNDS IN THE WESTHAVEN BICYCLE <br />IMPROVEMENTS PROJECT IN THE FY 2018 CAPITAL IMPROVEMENT FUND <br />BUDGET.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 430 - Adoption of a resolution to authorize the execution of a Programmatic <br />Project Administration Agreement with the Virginia Department of Transportation <br />for the Traffic Signal Upgrades Project. <br /> <br />Background: <br /> <br /> The Programmatic Project Administration Agreement (PPAA) is required for all <br />projects within a locality that use state and/or federal funds. <br /> <br /> The PPAA describes the relationship between the Virginia Department of <br />Transportation (VDOT) and the municipality throughout the course of a project. <br /> <br />Discussion: <br /> <br /> <br /> The Traffic Signal Upgrades Project is a locally administered project in the current <br /> <br />Capital Improvement Program. <br /> <br /> This project is the next phase in a series of projects to upgrade the traffic signal <br /> <br />system citywide. <br /> <br /> Execution of this agreement will allow for the project to move forward and allow <br /> <br />VDOT to reimburse the City of Portsmouth for project expenses as required. <br /> <br /> <br /> Reimbursement will not occur without a PPAA in place. <br /> <br />Financial impact: <br /> <br /> This project is 100% reimbursable. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution <br /> <br />Next Steps Following Council Action: <br /> <br /> Sign and return Programmatic Project Administration Agreement (PPAA) to VDOT <br />for full execution. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION TO AUTHORIZE THE EXECUTION OF A PROGRAMMATIC <br />PROJECT ADMINISTRATION AGREEMENT WITH THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION FOR THE TRAFFIC SIGNAL UPGRADES PROJECT. <br /> <br />WHEREAS, <br /> the Traffic Signal Upgrades Project (the “Project”) is part of the <br />approved FY 2018 Capital Improvement Program; and <br /> <br />WHEREAS, <br /> the Project is the next phase in a series of projects to upgrade the <br />traffic signal system citywide; and <br /> <br />WHEREAS, <br /> the Project will be funded using state and/or federal funds provided <br />through the Virginia Department of Transportation (VDOT); and <br /> <br />WHEREAS, <br /> as a condition of providing funds VDOT requires the execution of a <br />Programmatic Project Administration Agreement; and <br /> <br />WHEREAS, <br /> the Agreement will describe the relationship and the respective <br />responsibilities of VDOT and the City in implementing the Project; and <br /> <br /> <br /> <br /> <br />
