September 26, 2017 <br /> <br />1. Terry Danaher, 413 Dinwiddie Street, asked that City Council allow for citizens input <br /> before any plans are implemented. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GREEN STREETS, GREEN JOBS, GREEN TOWNS <br />PROGRAM FUNDING IN THE AMOUNT OF $34,086 FROM THE CHESAPEAKE BAY <br />TRUST AND APPROPRIATING SAID FUNDS IN THE STORMWATER CATEGORY OF <br />THE FY 2018 CAPITAL IMPROVEMENT FUND FOR THE IMPLEMENTATION OF THE <br />COURT STREET-GREEN STREET CONCEPTUAL PLAN.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 429 - Adoption of an ordinance (1) transferring $5,951 from the Traffic Inventory <br />Project in the FY 2018 Capital Improvement Fund budget to the Westhaven Bicycle <br />Improvements Project in the FY 2018 Capital Improvement Fund budget and (2) <br />accepting Urban Funds in the amount of $297,561 from the Virginia Department of <br />Transportation and appropriating said funds in the Westhaven Bicycle <br />Improvements Project of the FY 2018 Capital Improvement Fund budget. <br /> <br />Background: <br /> <br /> Urban Funds from the Virginia Department of Transportation (the Department or <br />VDOT) may be used on eligible local projects as defined by the Department. <br /> <br /> Eligible projects include those projects on local roads that are classified as an <br />arterial or collector road in the State Functional Classification System (local roads are <br />eligible for allocations made entirely of state funding); and are reflected in an approved <br />transportation plan/study conducted by or for the Department or the municipality; or are <br />identified as a safety and/or capacity need (as determined by established criteria of the <br />Department). <br /> <br />Discussion: <br /> <br /> The Department notified City staff that certain residual Urban Funds were available <br /> <br />for use on City of Portsmouth transportation projects. <br /> <br /> There are two requirements for the residual Urban Funds. These funds must be <br />allocated by the end of the current calendar year, and the project(s) to which these funds <br /> <br />are allocated cannot have a funding gap once the Urban Funds are dedicated. <br /> <br /> The City of Portsmouth currently has a Congestion Mitigation and Air Quality <br /> <br />(CMAQ) Project – Westhaven Bicycle Improvements – in its CIP. <br /> <br /> Urban funds may be used on CMAQ projects. The use of Urban Funds on the <br />Westhaven Bicycle Improvements project will allow for the transfer of previously budgeted <br /> <br />CMAQ funds to other CMAQ projects within the City. <br /> <br />Financial Impact: <br /> <br /> <br /> A total of $297,561 in Urban Funds will be used on these projects. <br /> <br /> The 2% local match is $5,951. These funds are available in the Traffic Inventory <br /> <br />CIP. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submit revised project agreements to VDOT. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
