Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING THE EDUCATION CATEGORY OF THE FY 2018 CAPITAL <br />IMPROVEMENT FUND BUDGET TO ESTABLISH THREE NEW PROJECTS AND <br />APPROPRIATING FUNDS TO EACH, INCLUDING $2,308,838 TO THE INTERACTIVE <br />WHITE BOARD PANELS PROJECT, $452,628 TO THE CHURCHLAND MIDDLE <br />SCHOOL RESTROOM RENOVATION PROJECT, AND $550,000 TO THE JAMES <br />HURST ELEMENTARY AND CHURCHLAND PRIMARY AND INTERMEDIATE <br />ELEMENTARY SCHOOLS CLASSROOMS PROJECT.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 396 - Adoption of an ordinance to re-appropriate unexpended funds from the <br />FY 2017 Portsmouth Public Schools Grant Fund budget in the total amount of <br />$328,447 into the FY 2018 Portsmouth Public Schools Grant Fund budget. <br /> <br />Background: <br /> <br /> Chapter 836 of the 2017 Appropriation Act overrides the Code of Virginia and <br />permits school division that have met required local effort and required local match for <br />FY 2017 to carry forward to FY 2018 any remaining state fund balances that are <br />unexpended as of June 30, 2017. The Act reads as follows: <br /> <br /> <br />“Any locality that has met its required local effort for the Standards of Quality accounts for <br />FY 2017 and that has met its required local match for incentive or Lottery-funded <br />programs in which the locality elected to participate in FY 2017 may carry over into <br />FY 2018 any remaining state Direct Aid to Public Education fund balances available to <br />help minimize any FY 2018 revenue adjustments that may occur in state funding to that <br />locality. Localities electing to carry forward such unspent state fund must appropriate the <br />funds to the school division for expenditure in FY 2018”. <br /> <br />Discussion: <br /> <br /> PPS has identified the following preliminary amounts of prefunded state grants <br />which were unencumbered and unexpended as of June 30, 2017 and is requesting the <br />City to re-appropriate the preliminary amounts for the following purposes: <br /> <br /> $44,241 of unused funds from the Virginia Preschool Initiative for non-payroll <br />needs (i.e. instructional supplies, staff development, etc.) <br /> <br /> $31,224 of unused funds from the Early Reading Initiative for non-payroll needs <br /> <br /> $41,250 of unused funds from the SOL Algebra Readiness Grant for math tutors. <br /> <br /> PPS has also identified the preliminary amount of $211,732 of prefunded state <br />grants which were encumbered but unexpended as of June 30, 2017. <br /> <br /> As stated, these amounts are preliminary amounts and are estimates prior to the <br />completion of the financial reporting process and external audit. Any changes to these <br />amounts will be communicated to City Council. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
