September 12, 2017 <br /> <br />Discussion: <br /> <br /> <br /> City staff is following the grant program guidelines and federal regulations. <br /> <br /> The revenue reimbursement will be made to the city once the award package is <br /> <br />signed. <br /> <br />Financial Impact: <br /> <br /> This appropriation will increase the FY 2018 Capital Improvement Fund revenue <br />by $87,272.34. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> City Manager will sign the award letter and the package will be submitted to VDEM. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING PUBLIC ASSISTANCE GRANT REVENUE IN THE <br />AMOUNT OF $87,272.34 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND THE FEDERAL EMERGENCY MANAGEMENT AGENCY FOR <br />REIMBURSEMENT OF COSTS FOR REPAIRS TO CEDAR GROVE CEMETERY <br />NECESSITATED BY HURRICANE MATTHEW.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 395 - Adoption of an ordinance amending the Education category of the FY <br />2018 Capital Improvement Fund budget to establish three new projects and <br />appropriating funds to each, including $2,308,838 to the Interactive White Board <br />Panels project, $452,628 to the Churchland Middle School Restroom Renovation <br />project, and $550,000 to the James Hurst Elementary and Churchland Primary and <br />Intermediate Elementary Schools Classrooms project. <br /> <br />Background: <br /> <br /> The Portsmouth School Board has requested that the city re-appropriate <br />$3,311,466 which had been appropriated in the PPS FY 2017 budget but not expended <br />by June 30, 2017. The School Board has requested that certain projects be appropriated <br /> <br />to the Education category of the City’s FY 2018 Capital Improvement Fund. <br /> <br /> Virginia State Code Section 22.1-100 states that “all sums of money derived from <br />the Commonwealth which are unexpended in any year in any school division shall revert <br />to the fund of the Commonwealth from which derived unless the Board of Education <br />directs otherwise. All sums derived from local funds unexpended in any year shall remain <br />a part of the fund of the governing body appropriating the funds for use the next year, but <br />no local funds shall be subject to redivision outside of the locality in which they were <br />raised.” <br /> <br />Discussion: <br /> <br /> As of 7/10/17, the PPS General Fund had $841,840 of unused (unassigned) fund <br />balance and $5,038,537 of encumbered but unexpended FY 2017 funds, and the PPS <br />, <br />Risk Management Fund had $252628 of unexpended FY 2017 funds. PPS requested <br />that funds be re-appropriated in part to fund the following school projects: <br /> $550,000 to enclose all classrooms at the James Hurst Elementary School and <br /> <br />Churchland Primary and Intermediate Elementary Schools. <br /> $452,628 for renovation Churchland Middle School restrooms. <br /> <br /> $2,308,838 for interactive panels for classrooms in all schools for the use in <br /> <br />teaching. <br /> <br />Financial Impact: <br /> <br /> This is a re-allocation of previously appropriated FY 2017 PPS funding. <br /> <br /> <br /> <br /> <br /> <br />
