<br />Financial Impact:

<br /> The appropriation of the remaining PPS FY 2017 funds from its General Funds
<br />and Risk Management will increase the FY 2018 PPS General Fund appropriation by
<br />$3,457,539 and CIP funding for education projects in the City’s CIP fund by $3,311,466.
<br />This ordinance covers the PPS General Fund appropriation. An additional ordinance will
<br />be presented to cover the CIP fund appropriation.

<br />PORTSMOUTH PUBLIC SCHOOLS (PPS) GENERAL FUND AND RISK
<br />MANAGEMENT FUND BUDGETS IN THE TOTAL AMOUNT OF $3,457,539 BY
<br />CLASSIFICATION TO THE OVERALL AND FIRST QUARTER FY 2018 PPS
<br />GENERAL FUND BUDGET.”

<br />17 - 398 - Adoption of an ordinance to re-appropriate unexpended funds from the
<br />FY 2017 Portsmouth Public Schools Textbook Fund budget in the total amount of
<br />$2,565,162 into the overall and First Quarter FY 2018 Textbook Fund budget for the
<br />Portsmouth Public Schools.

<br />Background:
<br />
<br /> As stated in Superintendents Memo 144-17, Chapter 836 of the 2017
<br />Appropriation Act provides separate carry forward authority (Item 139 C.5.f.4) for the
<br />Textbooks account, which reads as follows:
<br />“Any funds provided to school divisions for textbook costs that are unexpended as of June
<br />30, 2017, or June 30, 2018, shall be carried on the books of the locality to be appropriated
<br />to the school division the following year to be used for same purpose. School divisions
<br />are permitted to carry forward any remaining balance of textbook funds until the funds are
<br />expensed for a qualifying purpose.”
