September 12, 2017 <br /> <br />A school division must first meet all required local effort and required local match <br />obligations in the current fiscal year prior to carrying forward any portion of its state or <br />local funds for Textbooks to the next fiscal year. If a division meets these requirements <br />without spending all or a portion of its local matching funds for Textbooks (i.e., it meets <br />its required local effort and required local match for all other required accounts), then the <br />division is permitted to carry forward both the state and local shares of Textbooks funding. <br /> <br />Also in Chapter 836 of the 2017 Appropriation Act, qualifying expenses for the Textbook <br />fund are identified in Item 139 C.5.f.1 and C.5.f.3 which read as follows: <br /> <br />“A school division shall appropriate these funds for textbooks or any other public <br />education instructional expenditure by the school division.” <br /> <br />“School divisions may use a portion of this funding to purchase Standards of Learning <br />instructional materials. School divisions may also use these funds to purchase electronic <br />textbooks or other electronic media resources integral to the curriculum and classroom <br />instruction and the technical equipment required to read and access the electronic <br />textbooks and electronic curriculum materials.” <br /> <br /> As stated in City Ordinance 2016-30, funds encumbered but unpaid by the end of <br />the fiscal year will be deemed unspent appropriations that will require re-appropriation by <br />the City Council. <br />Discussion: <br /> <br /> PPS has identified the preliminary total of $2,565,162 of Textbook funds which <br />were unexpended as of June 30, 2017 (consisting of $1,442,722 in Textbook funds which <br />were unused as of June 30, 2016 and re-appropriated in FY 2017 and $1,122,440 in <br />Textbook funds which were initially appropriated in FY 2017). PPS is requesting the City <br />to re-appropriate this amount into the Textbook Fund. <br /> <br /> As stated, these amounts are preliminary amounts and are estimates prior to the <br />completion of the financial reporting process and external audit.
