August 22, 2017 <br /> <br /> <br /> This funding source provides for the training of Emergency Medical Services <br />(EMS) personnel. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br /> In addition, PFRES will purchase EMS equipment, supplies, and training in support <br />of operations. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE PROGRAM GRANT FUNDS IN THE <br />AMOUNT OF $74,941.36 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE <br />OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2018 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 364 - Adoption of an ordinance accepting a grant in the amount of $419,364.41 <br />from the Virginia Department of Health and appropriating said funds in the FY 2018 <br />Grants Fund for use by the Department of Parks, Recreation & Leisure Services for <br />the USDA Summer Food Service Program. <br /> <br />Background: <br /> <br /> The United States Department of Agriculture (USDA) Summer Food Service <br />Program ensures that low-income children continue to receive nutritious meals when <br />school is not in session. <br /> <br />Discussion: <br /> <br /> The city of Portsmouth was awarded a total of $419,364.41 through a grant through <br />the Virginia Department of Health for the USDA Summer Food Program. <br /> <br /> The city has continued to receive this funding for more than 32 years, and it is <br />administered by the Department of Parks, Recreation & Leisure Services. <br /> <br /> Each year the program accommodates churches, community organizations, <br />schools and recreation locations. <br /> <br /> The Department of Parks, Recreation & Leisure Services has a signed agreement <br />with Portsmouth Public Schools, Food Services Division to provide the meals for this <br />program. <br /> <br /> The USDA Summer Food Service Program for 2017 will include 38 sites consisting <br />of Summer School sites, childcare programs, community organizations and City of <br />Portsmouth recreation sites. <br /> <br /> <br /> It is estimatedthat the program will serve 69,656 breakfasts (2,288 daily), 63,033 <br />lunches (1,770 daily), and 8,480 suppers (565 daily). <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local cash match required. The grant is a total reimbursement grant <br />based on the number of meals served according to the guidelines. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustment. <br /> <br /> <br /> <br /> <br />
