July 11, 2017 <br /> <br />“RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY, D/B/A DOMINION <br />ENERGY VIRGINIA, ENCUMBERING PROPERTY OWNED BY THE CITY OF <br />PORTSMOUTH AND HAVING A STREET ADDRESS OF 1801 PORTSMOUTH <br />BOULEVARD FOR THE PURPOSE OF CONSTRUCTING, OPERATING AND <br />MAINTAINING A POLE LINE. <br /> <br /> <br /> WHEREAS, <br />Virginia Electric and Power Company d/b/a Dominion Virginia Power <br />has requested an easement of approximately thirty feet in width encumbering certain <br />property owned by the City of Portsmouth and having a street address of 1801 <br />Portsmouth Boulevard; and <br /> <br />WHEREAS, <br /> the easement is necessary for the construction, operation and <br />maintenance of a pole line to serve the Portsmouth Sportsplex Gymnasium; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Deed of Easement to <br />Virginia Electric and Power Company d/b/a Dominion Energy Virginia, and to take all <br />other steps necessary to grant the requested easement.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 298 - Adoption of a resolution approving the concept plan for the placement of <br />the proposed “Circle of Sail” sculpture in the Crawford Street Roundabout. <br /> <br />Background: <br /> <br /> Support Portsmouth Public Art, in collaboration with Rebecca Larys, IIDA, has <br />designed a proposed sculpture called “Circle of Sail” for placement in the center of the <br /> <br />Crawford Street Roundabout. <br /> <br /> The sculpture would be approximately 22 feet high and 20 feet across and would <br /> <br />be constructed primarily from galvanized pipe and perforated aluminum. <br /> <br /> The design would be a central mast surrounded by sails, consistent with both the <br /> <br />city’s logo and the neighboring Portsmouth Pavilion. <br /> <br /> Construction and installation would be funded by the group proposing the sculpture <br /> <br />and by private donations. <br /> <br /> The sculpture would be surrounded by landscaping, lighting, and a circular brick <br />sidewalk with embedded and engraved granite markers identifying private donors to the <br /> <br />project. <br /> <br /> A public hearing will be held at the July 11, 2017 Council meeting to gauge public <br /> <br />opinion on the design. <br /> <br />Discussion: <br /> <br /> Support Portsmouth Public Art is seeking City Council approval of the preliminary <br /> <br />concept plan for the sculpture. <br /> <br /> If the concept plan is approved, Support Portsmouth Public Art will begin more <br /> <br />detailed design and engineering work. <br /> <br /> If approved, the project will involve close coordination between Support <br />Portsmouth Public Arts and city staff to ensure that the project meets expectations and <br /> <br />does not pose any threat to safe vehicular navigation of the roundabout. <br /> <br /> The Resolution presented for City Council consideration would approve the <br />concept plan for the Circle of Sail sculpture. It would also authorize the City Manager to <br />enter into a Memorandum of Understanding with Support Portsmouth Public Art for the <br /> <br />development and ultimate installation of the sculpture. <br /> <br />Financial Impact: <br /> <br /> The design, construction and installation of the sculpture would be funded entirely <br />by Support Portsmouth Public Art and private donations. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the resolution. <br /> <br /> <br /> <br /> <br />
