July 11, 2017 <br /> <br />Next Steps Following Council Action: <br /> <br /> A Memorandum of Understanding will be negotiated between city staff and Support <br />Portsmouth Public Art. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION APPROVING THE CONCEPT PLAN FOR THE PLACEMENT OF THE <br />PROPOSED “CIRCLE OF SAIL” SCULPTURE IN THE CRAWFORD STREET <br />ROUNDABOUT. <br /> <br />WHEREAS, <br /> a concept plan has been submitted to City Council for the placement <br />of a sculpture to be known as the “Circle of Sail” in the Crawford Street Roundabout; and <br /> <br />WHEREAS, <br /> on July 11, 2017 a public hearing was held to solicit and consider <br />public comments on the proposed sculpture; and <br /> <br />WHEREAS, <br /> the design, construction and installation of the Circle of Sail would be <br />funded entirely by charitable organizations and private donations; and <br /> <br />WHEREAS, <br /> the sculpture design would include a central mast surrounded by sails <br />and would be consistent with both the City’s logo and the neighboring Portsmouth <br />Pavilion; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the concept plan for the Circle of Sail. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to enter into a <br />Memorandum of Understanding with Virginia Gateway Center for the Arts t/a Support <br />Portsmouth Public Art, and such other parties as may be necessary or desirable, for the <br />purpose of establishing terms and conditions for the design, construction and <br />implementation of the Circle of Sail project.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />17 - 299 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 300 - Items Submitted by Council Members <br /> <br /> Ms. Psimas spoke on the following events: <br /> <br /> <br />-Sunset Thursdays during the summer from 6:30 p.m. - 9 p.m. <br />nd <br /> <br />-Free jazz concert at the Portsmouth Pavilion Saturday, July 22 starting at 6:30 <br />p.m. <br /> <br />-Sheriff’s Training Academy Get Fit with Kids event every Saturday at 1725 Green <br />Street for children 8-14 from 9 a.m. - 11 a.m. <br /> <br /> Vice Mayor Cherry recognized his niece and nephew Payton and Preston Cherry <br /> <br />visiting from Atlanta, Georgia. <br /> <br />17 - 301 - Report on Pending Items <br /> <br /> <br /> Dr. Patton, City Manager, provided an update on the meeting with Colonel Jason <br />Kelly, commander of the Norfolk District, U.
