July 11, 2017 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. In addition, <br />the Department of Engineering will work with DEQ on implementing the projects in the <br />grant. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $381,207 FROM THE STORMWATER LOCAL <br />ASSISTANCE FUND ADMINISTERED BY THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID AMOUNT IN THE <br />STORMWATER CATEGORY OF THE FY 2018 CAPITAL IMPROVEMENT FUND FOR <br />WATER QUALITY PROJECTS.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 297 - Adoption of a resolution authorizing the City Manager to execute a Deed <br />of Easement to Virginia Electric and Power Company, d/b/a Dominion Energy <br />Virginia, encumbering property owned by the City of Portsmouth and having a <br />street address of 1801 Portsmouth Boulevard for the purpose of constructing, <br />operating and maintaining a pole line. <br /> <br />Background: <br /> <br /> Dominion Energy is desirous of installing a utility pole with 3-pole mounted <br />transformers at the Sportsplex Gymnasium (1801 Portsmouth Boulevard). <br /> <br /> The Sportsplex Gymnasium is currently being renovated. The existing power for <br />the building is single-phase. <br /> <br /> Three-phase power is required for the electrical upgrades necessary for the <br />renovations. <br /> <br /> Dominion Energy is requesting an easement 30 foot in width for the purposes <br />stated herein. <br /> <br />Discussion: <br /> <br /> <br /> Dominion Energy policy and numerous site constraints prevent the location of <br />these facilities within the right of way. <br /> <br /> Their best practices dictate that a transformer dedicated to a single service is <br /> <br />located on the property being served <br /> <br /> A right of entry agreement has been executed allowing the scheduling of the job <br /> <br />pending easement approval. <br /> <br /> Adoption of a resolution will allow the City Manager to execute a deed of easement <br /> <br />to Dominion Energy for the purposes stated herein. <br /> <br />Financial impact: <br /> <br /> There is no charge from Dominion Energy. The meter base and other <br />appurtenances required for the upgrade are part of the gym renovation project. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> City staff will review the deed of easement for execution by the City Manager. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
