July 11, 2017 <br /> <br />Financial Impact: <br /> <br /> The FY2018 CIP appropriates $731,000 for the new Portside project funding <br />through the use of general obligation bonds. Acceptance of this grant will reduce the <br />need to issue debt. <br /> <br /> The Aid to Local Ports Grant requires a 25% local match to use the funds. The <br />city will be required to expend $36,550 in local funds to accept the grant. The match <br />funds have been previously appropriated. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. In addition, <br />the Engineering Department will continue with the development of the plans for the new <br /> <br />Portside project. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $109,650 FROM THE <br />PORT OF VIRGINIA AID TO LOCAL PORTS PROGRAM AND APPROPRIATING SAID <br />AMOUNT IN THE MUNICIPAL FACILITIES CATEGORY OF THE FY 2018 CAPITAL <br />IMPROVEMENT FUND FOR THE PORTSIDE PROJECT.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br />17 - 296 - Adoption of an ordinance accepting $381,207 from the Stormwater Local <br />Assistance Fund administered by the Virginia Department of Environmental Quality <br />and appropriating said amount in the stormwater category of the FY 2018 Capital <br />Improvement Fund for water quality projects. <br /> <br />Background: <br /> <br /> The Virginia Department of Environmental Quality (DEQ) provides funding for local <br />water quality projects through the Stormwater Local Assistance Fund (SLAF). <br /> <br /> The city of Portsmouth is required to implement water quality projects as part of <br />the permit for its municipal separate storm sewer system (MS4). <br /> <br /> The Stormwater CIP, specifically VPDES Permit Compliance, provides funds to <br />address MS4 permit related requirements. <br /> <br />Discussion: <br /> <br /> MS4 permits require localities to provide DEQ with a list of potential water quality <br />projects. Portsmouth is required to implement a minimum of 3 water quality projects <br />during this permit cycle. <br /> <br /> Portsmouth submitted three water quality projects – Victory Boulevard near TCC, <br />Simonsdale (Beaton Drive and Sykes Ave) and the Offsite Churchland Bridge Stormwater <br />Compliance (Park Manor) – for this round of SLAF grants. <br /> <br /> The city was awarded $381,207 for the 3 projects. <br /> <br /> The funds from this grant will go towards the construction of these water quality <br />projects to meet MS4 permit requirements. <br /> <br />Financial Impact: <br /> <br /> SLAF grants require a 50% local match. The SLAF grant award represents 50% <br />of the project cost. <br /> <br /> Matching funds are available in the VPDES Permit Compliance line in the <br />Stormwater CIP. Acceptance of the SLAF grant funds will allow for the expenditure of <br />city funds on other MS4 permit requirements. <br /> <br /> <br /> <br /> <br /> <br /> <br />
