Smith Co., answer <br />Vice Mayor Webb. <br /> <br />116 Willow Grove Court, Norfolk, representin <br />questions of concern in parking p~ <br /> <br /> On motion the following resolution was adopted, and by the <br />following vote: <br /> <br />'A RESOLUTION gRANTING A SPECIAL EXCEPTION TO A COMMERCIAL/ <br />OFFICE DEVELOPMENT AT 601 HIGH STREET FOR OFF-STREET PARKING <br />IN THE DOWNTOWN D-1 DISTRICT. <br /> <br /> WHEREAS, Michael D. Smith has made application for the grantin <br />of a special exception to the off-street parking requirements for <br />commercial/office development at 601 High Street pursuant to ~40-12] <br />(b) (IV) in the Downtown D-1 District; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all <br />things required to be done in connection with said applicatdon; and <br /> <br /> WHEREAS, <br />the granting <br />quirements. <br /> <br />the Planning Commission has made a recommendation for <br />of a speciaI exception to the off-street parking re- <br /> <br /> NOW, THEREEOR2, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />(1) That the special exeeption to be granted: <br /> <br /> Ca) Will not ~dversely affect the health and safety of <br />persons residing or working in the neighborhood; <br /> <br /> Cb) Will not be detrimental to the public use or injur~c <br />to the property or impr'o~e~e~ts in the neighborhood; and <br /> <br /> Cc) Will be in accord with the purposes and objectives <br />of the Downtown D-1 District and the Zoning Chapter of the City Code <br /> <br /> 2. The commercial/office development to be constructed at 601 <br />High Street ~southwest corner of Washington and High Streets) is <br />hereby granted a special exception to the off-street parking require <br />ments in the Downtown D-1 District as erovided for in ~40-121 (b) <br />(IV) by the granting of a variance of Eli required parking .spaces, <br />such special exception being approved subject to the following con- <br />ditions: <br /> <br /> Ca) A two (2) story 5,000 square foot office/commercial <br />structure shall be constructed on the site with nine (9) parking <br />spaces located on the site. <br /> <br /> (b) The variance is granted on the basis that the develop <br />merit will be as described herein, and any change from such iprqposed <br />use will constitute the expiration of the variance hereby granted." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle~ <br />Nays: None <br /> <br /> 86-403 The following ordinance, approved on first reading <br />at the regular meeting of November 10, 1986, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $124,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR AERIAL MAPPING AND ENGINEERING <br />DESIGN FOR MISCELLANEOUS PROJECTS." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Lucas, the ordi- <br />nance was adopted on final reading, and by the following vote: <br /> <br /> <br />
