Payne <br />owner, for property located at <br />1611 Rodman Avenue; from Residel <br />tial R-75 to Commercial C-1 <br /> <br /> Richard B. Payne, 509 Mockingbird Drive, Virginia Beach, prope~ <br />owner, spoke in favor of the rezoning. <br /> <br /> Carrie J. Byrum, 3717 W. Branch Blvd.,representing the Westhaw <br />Park Civic League, spoke in opposition of the rezoning and presenie~ <br />the following petition: <br /> <br /> "We, the undersigned, would like to protest the rezoning from <br />R-75 to C-1 of the property located at the Northeast Corner of <br />Arlington Place and Rodman Avenue.~' Signed by Ms. J. M. Malcolm, <br />3211 Winchester Drive and others'. <br /> <br /> Motion of b~r. Barnes and seconded by Mrs. Webb, that Z 86-19 <br />to rezone property located at 1611 Rodman Avenue, from Residential <br />R-60 to Commercial C-i, be denied, and was adopted by the following <br />vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle' <br />Nays: None <br /> <br />(c) Parking-Variance <br /> <br />DOWNTOWN NEIGHBORHOOD:- Request of Mar <br />Goldfarb for a reduction in parking at <br />1710-16 High Street in the Downtown <br />District. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to approve <br />:he Parking Variance. <br /> <br /> Substitute~. motion of Mrs. Webb and seconded by Mr. Simpson, <br /> the matter be deferred to the regular meeting of December 9, <br />1986, and was adopted by unanimous vote. <br /> <br />(4) CA 86-8 CCDE AMENDMENT - A proposal to amend Section <br /> 40-31 of the City Code pertaining to olot area <br /> definition. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Simpson, that CA 86-8 <br />)e approved on first reading, and was adopted by unanimous vote. <br /> <br /> UNFINISHED BUSINESS <br /> Consent Agenda <br /> On metion of Mrs. Webb and seconded by Mr. Gray, the following <br />Ltems approved on first reading at the Public Hearing of November <br /> 1986, were adopted and by the following vote: <br /> <br />86-402 Rezoning applications: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z 86-16" <br /> <br />(b) "ZONIN~G AMENDMENT ORDINANCE Z 86-18" <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br />Other Items Under Unfinished Business <br /> <br />86-402 Parking variance: <br /> <br /> [e) Resolution g~anting Michael D.
