November 25, 1986 (b) Zoning Petition Z 86-19 WESTHAVEN NEIGHBORHOOD:-, Rezoni application of Richard E. Payne owner, for property located at 1611 Rodman Avenue; from Residel tial R-75 to Commercial C-1 Richard B. Payne, 509 Mockingbird Drive, Virginia Beach, prope~ owner, spoke in favor of the rezoning. Carrie J. Byrum, 3717 W. Branch Blvd.,representing the Westhaw Park Civic League, spoke in opposition of the rezoning and presenie~ the following petition: "We, the undersigned, would like to protest the rezoning from R-75 to C-1 of the property located at the Northeast Corner of Arlington Place and Rodman Avenue.~' Signed by Ms. J. M. Malcolm, 3211 Winchester Drive and others'. Motion of b~r. Barnes and seconded by Mrs. Webb, that Z 86-19 to rezone property located at 1611 Rodman Avenue, from Residential R-60 to Commercial C-i, be denied, and was adopted by the following vote: Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle' Nays: None (c) Parking-Variance DOWNTOWN NEIGHBORHOOD:- Request of Mar Goldfarb for a reduction in parking at 1710-16 High Street in the Downtown District. Motion of Mr. Gray and seconded by Mrs. Lucas, to approve :he Parking Variance. Substitute~. motion of Mrs. Webb and seconded by Mr. Simpson, the matter be deferred to the regular meeting of December 9, 1986, and was adopted by unanimous vote. (4) CA 86-8 CCDE AMENDMENT - A proposal to amend Section 40-31 of the City Code pertaining to olot area definition. Motion of Mrs. Webb and seconded by Mr. Simpson, that CA 86-8 )e approved on first reading, and was adopted by unanimous vote.
