109 <br /> <br />November 28, 1986 <br /> <br />Mayor Holley made the following statement: <br /> <br /> "On behalf of City Council and the Portsmouth Redevelopment g <br />Housing Authority Board of Commissioners, I wish to welcom~you ~o <br />this public hearing on the 1987 Community Development Block Grant <br />Program. Notice of this public hearing was published in the Sunday <br />November 16, issue of the Currents. Once again, Portsmouth anti~i- <br />pates receiving a smaller share of the Community Development Block <br />Grant than in prior years. As a result the City is challenged to <br />do more with less. With the established goals of assisting low ~nd <br />moderate income £amilies and continuing our efforts to stimulate <br />growth and economic development, the City proposes To fund existing <br />projects and activities including Capital improvement Projects, <br />The Rehabilitation Loan Program, Code Enforcement Activities and <br />programs to suppor~ small ~ minority business activity. Your com- <br />men~s on the proposed Community Development Activities, as well as <br />any other projects are welcome at this time. However, before we <br />begin, I would like to give Chamrman Oast of the Portsmouth Redevel <br />merit ~ Housing Authority Board of Commissioners an opportunity to <br />comment." <br /> <br />Chairman Oast made the following statement: <br /> <br /> "As the Mayor has indicated, the purpose of tonight's public <br />hearing is to solicit citizen comments regarding the 1987 Community <br />Development Program, being proposed jointly by the City of Ports- <br />mouth and the Portsmouth Redevelopment and Housing Authority.
