109 November 28, 1986 Mayor Holley made the following statement: "On behalf of City Council and the Portsmouth Redevelopment g Housing Authority Board of Commissioners, I wish to welcom~you ~o this public hearing on the 1987 Community Development Block Grant Program. Notice of this public hearing was published in the Sunday November 16, issue of the Currents. Once again, Portsmouth anti~i- pates receiving a smaller share of the Community Development Block Grant than in prior years. As a result the City is challenged to do more with less. With the established goals of assisting low ~nd moderate income £amilies and continuing our efforts to stimulate growth and economic development, the City proposes To fund existing projects and activities including Capital improvement Projects, The Rehabilitation Loan Program, Code Enforcement Activities and programs to suppor~ small ~ minority business activity. Your com- men~s on the proposed Community Development Activities, as well as any other projects are welcome at this time. However, before we begin, I would like to give Chamrman Oast of the Portsmouth Redevel merit ~ Housing Authority Board of Commissioners an opportunity to comment." Chairman Oast made the following statement: "As the Mayor has indicated, the purpose of tonight's public hearing is to solicit citizen comments regarding the 1987 Community Development Program, being proposed jointly by the City of Ports- mouth and the Portsmouth Redevelopment and Housing Authority. We do not have any specific remarks to make at this time, rather we are here to solicit comments from cur citizens and to answer any questions from them or Members of City Council." No one spoke. Louis Brenner, Attorney, 600 Crawford Street, Portsmouth, representing Associated Churchland Investors, spoke in favour of removmng Declaration of Restrictions recorded in 19~-, as t,hey are · ncompatible with the new rezoning for this property. Stuart Baldwin, 2620 Southern Blvd., Virginia Beach, r. epresen~ lng Associated Churchland Investors, spoke in favor of remo:ving the Declaration of Restrictions of 1977, as they are unneccessary, and to clear up a title problem. No action taken. 86-425 Public Hearing on rezoning applications, a pa~rking variance, and proposed amendment to the City Code: (a) Zoning Petition Z 86-17 - SOUTHSIDE NEIGHBORHOOD: Rezonin ~pplication of Carl Umblerger, owner, for property loclated at ills Fifth Street; from~ Residen iai R-60 to Commercial C-1. Motion of Mrs. Webb and seconded by Mr. Simpson, to concur in the recommendation of the Planning Commission, Z 86-17 to rDzone property located at lllS Fifth Street, from Residential R-6~ to Commercial C-i, and the following ordinance was approved on,first reading, and was adopted by unanimous vote: "ZONING A~ENDMENT ORDINtNCE Z 86-17"
