June 13, 2017 <br /> <br />“ORDINANCE ACCEPTING $5,126 OF “PROGRAM TO ASSIST IN THE TRANSITION <br />FROM HOMELESSNESS (PATH)” FUNDING RECEIVED THROUGH THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2017 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO ASSIST WITH HOMELESS TRANSITION SERVICES.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 247 - Adoption of an ordinance accepting a Public Safety Answering Point grant <br />of $2,000 from the Virginia 9-1-1 Services Board and appropriating said amount in <br />the FY 2018 Grants Fund for use by the Portsmouth Police Department Emergency <br />Communications Unit to fund training. <br /> <br />Background: <br /> <br /> The Public Safety Answering Point (PSAP) Grant Program is a multi-million dollar <br />grant program administered by the Virginia 9-1-1 Services Board. <br /> <br /> The purpose of the program is to provide assistance with the purchase of <br />equipment and services that support the continuity and enhancement of wireless E-911. <br /> <br />Discussion: <br /> <br /> The Emergency Communications Unit (E-911) was awarded a total of $2,000.00 <br />to provide funds for training and conferences. <br /> <br /> The grant will provide funding for Association of Public-Safety Communications <br />Officials (APCO) training and conferences on new generation E-911 technology. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. In <br />addition, there is no obligation from the city once the grant has ended. <br /> <br />Recommended Action: <br /> <br /> <br />. <br />Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br /> <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A PUBLIC SAFETY ANSWERING POINT GRANT OF <br />$2,000 FROM THE VIRGINIA 9-1-1 SERVICES BOARD AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2018 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT EMERGENCY COMMUNICATIONS UNIT TO FUND TRAINING.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 248 - Adoption of an ordinance accepting a Virginia Rules Camp grant of $5,000 <br />from the Virginia Attorney General’s Office and appropriating said amount in the <br />FY 2017 Grants Fund for use by the Portsmouth Police Department to fund a <br />summer day camp. <br /> <br />Background: <br /> <br /> <br /> The Virginia Rules Camp is a law-themed summer day-camp host by local law <br />enforcement agencies. <br /> <br /> This program allows local law enforcement agencies to offer young people a fun, <br />healthy way to spend a week of summer learning about Virginia Law and offers the <br />opportunity to build positive relationships between the law enforcement officers and the <br />community that they serve. <br /> <br /> <br /> <br /> <br />
