June 13, 2017 <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department (PPD) was awarded a grant in the amount of <br />$5,000.00 for its Police Athletic League (PAL) Program. <br /> <br /> The PAL program is based upon the conviction that young people, if they are reached <br />early, enough can develop strong positive attitudes toward police officers in their journey <br />through life toward the goals of maturity and good citizenship. <br /> <br /> To further guide our city’s youth in their journey toward maturity and good citizenship, <br />PAL will incorporate direct instruction classes. The educational curriculum for these <br />classes will be based on Virginia Rules, the Office of the Attorney General’s Virginia- <br />specific law education program for middle and high school students that emphasizes the <br />role of the law in everyday life. The classes will address many of the most pressing issues <br />facing the youth of our city including gangs, bullying, teens and violence, teen crime <br />prevention. <br /> <br /> The funds received will enable PPD to cover all aspects of the Virginia Rules Camp <br />including classroom lectures and activities associated with the Camp. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no cash or in-kind match requirement from the city for this grant. In <br />addition, there is no obligation from the city once the grant has ended. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or her designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA RULES CAMP GRANT OF $5,000 FROM THE <br />VIRGINIA ATTORNEY GENERAL’S OFFICE AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2017 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT TO FUND A SUMMER DAY CAMP.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 249 - Adoption of a resolution authorizing the execution of a Contract for the <br />Purchase and Sale of Water with the City of Chesapeake, Virginia. <br /> <br />Background: <br /> <br /> <br /> The city of Portsmouth currently has an existing contract for the purchase and sale <br />of water with the city of Chesapeake that was executed on January 1, 1990. This contract <br />will expire on December 31, 2026. <br /> <br /> Currently, Chesapeake is obligated to purchase 4 million gallons per day (mgd). <br />In addition, Chesapeake is required to increase their purchase to 5 mgd on January 1, <br />2020. <br /> <br /> At the time the current contract was executed, Chesapeake was anticipating a <br />large demand for future development in the Western Branch/Bowers Hill areas of <br />Chesapeake. While there has been growth in the area, the predicted levels have not <br />been reached. In addition, over the last 25 years, Chesapeake has invested in their own <br />water infrastructure which now provides the ability to service these areas without the <br />assistance of Portsmouth. <br /> <br />Discussion: <br /> <br /> In an effort to retain its largest water customer, conversations pertaining to an <br />extension of the existing contract were initiated by the Directors of Public Utilities from <br />both cities. <br /> <br /> <br /> <br /> <br /> <br />
