June 13, 2017 <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $15,000 OF FUNDING RECEIVED FROM THE VIRGINIA <br />DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2017 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO BUILD CAPACITY TO ADDRESS OPIOID ABUSE.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 246 - Adoption of an ordinance accepting $5,126 of Program to Assist in the <br />Transition from Homelessness (PATH) funding received through the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2017 Behavioral Healthcare Service Fund for use by the <br />Department of Behavioral Healthcare Services to assist with Homeless Transition <br />Services. <br /> <br />Background: <br /> <br /> Projects for Assistance in Transition from Homelessness (PATH) is a federal, <br />state, and local partnership that provides outreach assistance to adults with serious <br />mental illness who are experiencing homelessness or who are at risk of becoming <br />homeless. <br /> <br /> PATH services includes community-based outreach, mental health, substance <br />abuse, case management and other supportive services, and a limited set of housing <br />services. <br /> <br />Discussion: <br /> <br /> On May 19, 2017, Portsmouth Department of Behavioral Healthcare Services <br />(PDBHS) was awarded an additional $5,126 for achieving a percentage of its <br />performance targets last year. <br /> <br /> As an integral component of the Portsmouth 10 Year Plan to End Homelessness, <br />PATH has provided services to hundreds of homeless Portsmouth residents for many <br />years. <br /> <br /> PDBHS uses its PATH funding for outreach to find residents in need of housing <br />referrals, mental health and substance use treatment, and to assist with obtaining <br />identification. <br /> <br /> In addition, there is limited funding to assist with one-time rental assistance to <br />prevent eviction. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
