June 13, 2017 <br /> <br />Discussion: <br /> <br /> The budget increase will cover the cost of the repairs and funds will be provided <br />from the Homeland Security FEMA grant, insurance proceeds and a minor general fund <br /> <br />transfer. <br /> <br />Financial Impact: <br /> <br /> Previously appropriated funds in the PPS FY2017 general fund will pay for the <br /> <br />small portion of the repairs not covered by FEMA grants or insurance proceeds. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the PPS will complete the necessary budget <br /> <br />adjustments. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE $334,903 OF FEMA GRANT FUNDING AND <br />INSURANCE PROCEEDS RECEIVED AS A RESULT OF HURRICANE MATTHEW TO <br />THE OPERATION AND MAINTENANCE CLASSIFICATION OF THE FY 2017 GRANT <br />FUND BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 245 - Adoption of an ordinance accepting $15,000 of funding received from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY 2017 Behavioral Healthcare Service Fund for <br />use by the Department of Behavioral Healthcare Services to build capacity to <br />address opioid abuse. <br /> <br />Background: <br /> <br /> In May, Governor Terry McAuliffe announced that Virginia received a $9.76 million <br />federal grant to help fight the opioid epidemic. <br /> <br /> The one-year grant is from the Substance Abuse and Mental Health Services <br />Administration to help support prevention, treatment and recovery efforts. <br /> <br /> In Virginia, a total of 18 communities received designation of funding based on <br />need such as overdose rates and other factors. <br /> <br />Discussion: <br /> <br /> On May 5, 2017, the city of Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) was notified of a Prevention Award totaling $15,000 from the Virginia <br />Department of Behavioral Health and Developmental Services (DBHDS) to provide <br />enhanced coalition development, community awareness and partnerships to assist with <br />resources to address the prescription drug and the heroin epidemic. <br /> <br /> These funds will help obtain resources and heightening community awareness to <br />implement coalition development strategies identified below: <br /> Coalition capacity building <br />o <br /> Community mobilization <br />o <br /> Recruitment and engagement <br />o <br /> Facilitating systems of care linkages <br />o <br /> <br /> In addition, a portion of the funding will purchase a license from Collaborative <br />Planning Group Systems, Inc. for the Prevention Based Performance System to enter <br /> <br />required data. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br /> <br /> <br /> <br /> <br /> <br />
