June 13, 2017 <br /> <br />- City Manager’s Report - <br /> <br />17 - 243 - Adoption of an ordinance to amend the FY 2017 and FY 2018 Capital <br />Improvement Program budgets by closing out Building Preservation Project-601 & <br />1846 Courthouse and transferring the project’s remaining budgeted funding of <br />$293,857 to the Renovations to Various Buildings project to fund Naval Museum <br />structural repairs and other building renovations. <br /> <br />Background: <br /> <br /> The CIP Building Preservation Project-601 & 1846 Courthouse is complete and <br />came in under budget. <br /> <br /> The project’s remaining balance of $293,857 can be used to fund structural repairs <br />to the Naval Museum and other building renovation projects. <br /> <br /> Per City Code, City Council is required to approve all CIP transfers and budget <br />transfers over $100,000. <br /> <br />Discussion: <br /> <br /> Since the Building Preservation Project-601 & 1846 Courthouse is complete, it is <br /> <br />necessary to close out the project in the CIP budget. <br /> <br /> Transferring the remaining budgeted amount to the Renovations to Various <br />Buildings project will provide necessary funding to continue structural repairs on the Naval <br /> <br />Museum and other buildings. <br /> <br />Financial Impact: <br /> <br /> The transfer of previously budgeted funds within the CIP avoids the need to find <br /> <br />another funding source for the Renovations to Various Buildings project. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND THE FY 2017 AND FY 2018 CAPITAL IMPROVEMENT <br />PROGRAM BUDGETS BY CLOSING OUT BUILDING PRESERVATION PROJECT- <br />601 & 1846 COURTHOUSE AND TRANSFERRING THE PROJECT’S REMAINING <br />BUDGETED FUNDING OF $293,857 TO THE RENOVATIONS TO VARIOUS <br />BUILDINGS PROJECT TO FUND NAVAL MUSEUM STRUCTURAL REPAIRS AND <br />OTHER BUILDING RENOVATIONS.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 244 - Adoption of an ordinance to appropriate $334,903 of FEMA grant funding <br />and insurance proceeds received as a result of Hurricane Matthew to the Operation <br />and Maintenance Classification of the FY 2017 Grant Fund Budget for the <br />Portsmouth Public Schools. <br /> <br />Background: <br /> <br /> On October 7-8, 2016, Hurricane Matthew’s high winds and flooding caused <br />damage to 10 classrooms at the Westhaven Elementary School. The estimated cost for <br /> <br />repairs is $354,100. <br /> <br /> PPS submitted claims and the total estimated receipt of funds are 1) $193,797 <br />from the Department of Homeland Security FEMA grant; and 2) $141,106 in insurance <br />proceeds from VA CORP. The balance of the cost for repairs ($19,197) is being funded <br /> <br />from the PPS general fund. <br /> <br /> <br /> <br /> <br /> <br /> <br />
