May 23, 2017 <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION OF $900 TO THE <br />CITY FROM BENJAMIN HENDRICK AND APPROPRIATING SAID FUNDS TO THE FY <br />2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO <br />OPERATE THE FOOD PANTRY PROGRAM.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 225 - Adoption of an ordinance accepting a Title IV-E Grant in the amount of <br />$300,000 from the Virginia Department of Social Services and appropriating said <br />funds in the FY 2017 Social Services Fund for use by the Department of Social <br />Services to fund allowable costs under the Title IV-E Foster Care Program. <br /> <br />Background: <br /> <br /> Title IV-E is a program, under the Commonwealth of Virginia, that allows for <br />reimbursement of certain Foster Care and Adoption expenses authorized under Title <br />IV-E of the Social Security Act. These funds pay for maintenance costs of eligible <br />children in foster care. <br /> <br /> The goal of the Title IV-E Program is to provide a full range of case management <br />services that enables children to return to their own home or be placed in another <br />permanent placement. <br /> <br /> Allowable costs under the Title IV-E Program include food, clothing, shelter, daily <br />supervision, school supplies, personal incidentals, liability insurance, reasonable travel <br />for visitation, travel to remain in home school districts, and childcare. <br /> <br />Discussion: <br /> <br /> Portsmouth Department of Social Services (PDSS) has a shortfall of $300,000, <br />in its Title IV-E Foster Care Fund, due to children remaining in care for longer periods <br />of time.
