May 23, 2017 <br /> <br />- New Business - <br /> <br />17 - 226 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 227 - Items Submitted by Council Members <br /> <br /> Ms. Psimas informed citizens and City Council of the following upcoming events: <br /> <br /> <br />-Umoja Festival, May 26-28, 2017. <br /> <br />-Elizabeth River Run, 7 a.m., Saturday, May 27, 2017. <br />rd <br /> <br />-133 Memorial Day Parade, 10 a.m., Monday, May 29, 2017. <br /> <br />-Ceremony honoring falling service members and those who are missing in action <br />after the Memorial Day Parade at the Courtyard on High and Court Streets. <br /> <br />-Mayor’s Cup Blood Drive, 8:30 a.m. - 12:30 p.m., Tuesday, June 13, 2017. <br /> <br /> Dr. Whitaker spoke on the following: <br /> <br /> <br />-Asked for an update on the Southeastern Public Service Authority (SPSA) contract <br />at the next Public Work Session (PWS). <br /> <br />-Asked that City Council deliberate whether or not all legal routes have been <br />exhausted with regards to the tolling issue at the next PWS. <br /> <br />-Asked for an update on the Greater Portsmouth Development Corporation <br />(GPDC). <br /> <br />-Commended the cities of Charlottesville, Virginia and New Orleans, Louisiana for <br />the removal of Confederate monuments. <br /> <br /> Mr. Moody asked for an update on Code 22-566 which makes it unlawful to park your <br /> <br />car on a public street for longer than 48 hours. <br /> <br /> <br /> City Manager Patton informed citizens and City Council that an update would be <br />provided at the June 12, 2017 Public Work Session. <br /> <br /> Mr. Moody informed citizens of the grant provided by the VPA to help with the <br /> <br />construction of Portside and with the construction of the River Academy at Paradise <br />Creek Nature Park. <br /> <br />17 - 228 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />17 - 229 - Non-Agenda Speakers <br /> <br />1. Denise Byrd, 3908 Winchester Drive, voiced her concern with the flooding in her <br />backyard. <br /> <br />2. Luther Anderson, Sr., 4910 Johnson Avenue, asked that City Council look into <br />reestablishing the Community Emergency Response Team (CERT) training in the <br />schools. <br /> <br /> Mr. Moody asked that staff look into what it would take to implement the CERT <br /> <br />training program. <br /> <br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with City Council not <br />making the schools a priority. <br /> <br />4. Reverend Cory Newell, 431 Russel Street, asked that City Council update legislation <br />and city code regulating public utilities. <br /> <br />5.
