May 23, 2017 <br /> <br /> <br /> The funding for the international home study was not allocated at the beginning of <br />the fiscal year. PDSS submitted to VDSS for reimbursement of the home study cost. On <br />May 2, 2017, PDSS received notification from the state approving the reimbursement for <br />the expenditure. <br /> <br />Financial Impact: <br /> <br /> This funding does not require a local match and accrued costs are covered. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A TITLE IV-E GRANT IN THE AMOUNT OF $4,500 FROM <br />THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2017 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT <br />OF SOCIAL SERVICES TO FUND THE COST OF AN INTERNATIONAL HOME <br />STUDY.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 224 - Adoption of an ordinance accepting with appreciation a donation of <br />$900 to the City from Benjamin Hendrick and appropriating said funds to the FY <br />2017 Grants Fund for use by the Department of Social Services to operate the <br />Food Pantry Program. <br /> <br /> <br />Background: <br /> <br /> In response to the needs of Portsmouth citizens and the department’s <br />commitment to providing support to children and families, the Portsmouth Department <br />of Social Services has operated its Food Pantry Program since the mid 1970's. The <br />Food Pantry Program is a community-based program that collects and stores food and <br />household products for free distribution to those in need. The Food Pantry Program <br />was primarily supported through partnership with the Portsmouth Area Resources <br />Coalition (PARC) and other community stakeholders. <br /> <br />Discussion: <br /> <br /> PARC informed PDSS that its organization will no longer be able to support the <br />Food Pantry Program. <br /> <br /> On April 19, 2017, Mr. Benjamin Hendrick contacted PDSS to make a donation <br />for the Food Pantry Program. His contributions of $900, made in three increments of <br />$300, will replenish needed food pantry items. PDSS received the first installment check <br />th <br />on April 19. <br /> <br /> PDSS is currently in the process of applying to be a partner agency with the Food <br />Bank of South Eastern Virginia in order to continue to provide this service. <br /> <br />Financial Impact: <br /> <br /> The funding available for operation of the Food Pantry Program is increased by <br />$900. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br /> <br /> <br /> <br /> <br /> <br />
