135 <br /> <br />December 9, 1986 <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Gray, the followin <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO PROCEED WITH ALLOCATION OF FUNDING, <br />DESIGN AND CONSTRUCTION OF TOWNE POINT ROAD/TWIN PINES <br />ROAD FROM CSX RAILROAD TO SWANNANOA DRIVE UPGRADE TO <br />FOUR LANES DIVIDEDZUNDIVIDED AS AN URBAN ROAD PROJECT· <br /> <br /> WHEREAS, by agreement dated November 14, 1986, between the tit <br />of Portsmouth and the Commonwealth of Virginia, Department of Trans <br />portation, certain urban road projects were designated for funding, <br />design and construction within the next five years; and <br /> <br />WHEREAS, the Virginia Department of Transportation agreed, as <br />Iprovided by law and Board policy, to allocate available urban high~ <br /> way funds for said projects; and <br /> <br /> WHEREAS, this Council deems it to be in the best interest of <br /> the City ~o proceed immediately with the Towne Point Road~Twin Pine <br /> Road Project. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Virginia Department of Transportatio~ <br />be, and it hereby is, requested to proceed with allocation of fund- <br />ing, design and construction of Towne Point Road/Twin Pines Road <br />from CSX Railroad to Swannano~ Drive upgrade to four lanes divided <br />undivided as an urban road project, a distance of approximately 0. <br />miles. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of Ports- <br />mouth hereby agrees to pay its share Of the total cost for prelimi- <br />nary engineering, right-of-way and construction of this project in <br />accordance with Section 33.1-4~, Code of Virginia, and that if the <br />City subsequently decides to cancel such construction after the <br />Department has initiated the project, the City agrees to reimburse <br />the Department the total amount of the costs expended by the <br />Department through the date the Department is notified of such can- <br />cellation, and provided further that the Transportation Commission <br />shall have authority to ~aive all or any portion of such reimburse- <br />ment at its discretion." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO PROCEED WITH ALLOCATION OF FUNDING, <br />DESIGN AND CONSTRUCTION OF CEDAR LANE FROM HIGH STREET <br />TO WEST NORFOLK ROAD UPGRADE TO FOUR LANES DIVIDED AS <br />AN URBAN ROAD PROJECT. <br /> <br /> WHEREAS, by agreement dated November 14, 1986, between the Cit) <br />of Pcrtsmouth and the Commonwealth of Virginia, Department of Trans- <br />portation, certain urban road projects were designated for funding, <br />design and construction within the next five years; and <br /> <br /> WHEREAS, the Virginia Department <br />provided by law and Board policy, to <br />way funds for said projects; and <br /> <br />of Transportation agreed, as <br />allocate available urban high- <br /> <br /> WHEREAS, this Council deems it To be in the best interest of <br />the City to proceed immediately with the Cedar Lane Project~ <br /> <br /> <br />
