134 <br /> <br />December 9, 1986 <br /> <br /> WHEREAS, the City Council is of the opinion that certain amend <br /> ent to the Charter of the City of Portsmouth are necessary and <br /> ble at this time and has, on this date, held such public hear- <br />ing required by law to consider such amendments. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Attorney be, and he hereby is, <br />directed to prepare and transmit to the members of the General <br />Assembly representing the City, tcgether with certified copies of <br />this resolution, a draft of a bill to amend the Charter of the City <br />of Portsmouth, Virginia, 1970, as follows: <br /> <br />By repealing Section 6.05 pertaining to the Clerk of <br />the Circuit Court of the City of Portsmouth, <br /> <br />2. This resolution shall take effect from the date of its <br /> adoption." <br /> <br /> Ayes: Barnes, CorFrew, Gray, Lucas, Simpson, Webb, Holle~ <br /> Nays: None <br /> <br /> 86-455 Letter from the City Manager recommending adoption of <br /> -esolution requesting that the Virginia Department of Highways ~__ <br /> ~ortation proceed with design and funding of the following urb~ <br />road projects: <br /> <br /> a. Towne Point Road/Twin Pines Road <br /> b. Cedar Lane <br /> c. Churchland Bculevard <br /> d. Turnpike Read <br /> <br /> "As Council is award, although Portsmouth is considered a <br />densely populated urban area, there are many roads in our City ac- <br />quired through annexation that are as rural in nature today as they <br />were seventy years ago, However, these same roads (constructed <br />for rural Norfolk County) are now an essential link in our urban <br />transportation network. These roads, in most instances, consist of <br />two lanes, with high corowns and deep ditches. The deep drainage <br />ditches present a health hazard to the community and are unsafe to <br />vehicular traffic, as well as to our citizens through pedestrian, <br />bicycling, and other recreational activities. <br /> <br /> The attached resolutions identify four two-land roads -- all o~ <br />which exceed State Highway standards. The general standard for <br /> ustifying the upgrading of two-lane roads to four lanes is 8,000- <br /> 000 vehicles per day. The following is a list of the four road <br /> ~rojects along with their most recent twenty-fcur hour traffic <br /> <br />a. Towne Point'Twin Pines Road 12,280 vehicles per day <br />b. Cedar Lane 10,800 vehicles per day <br />c. Churchland Boulevard 13,300 vehicles per day <br />d. Turnpike Road 11.730 vehicles per day <br /> <br /> The only other two-lane road which presents a serious traffic <br />hazard is the portion of West Norfolk Road between Cedar Lane and <br />Churchland Boulevard. ~ cannot recommend improvements to West Nor- <br />folk Road at this time because of the uncertainty of our efforts to <br />expedite the relocation of the Norfolk-Southern Railroad tracks. <br />If we are success£ul in relocating the tracks to the Western Freewa~ <br />I would recommend we divert West Norfolk Road to the old Railroad ' <br />right-of-way. If we are unsuccessful, however, improvements to thi~ <br />portion of West Norfolk R6ad will have to be addressed usin~ its <br />present'alignment.
