April 25, 2017 <br /> <br />- City Manager’s Report - <br /> <br />17 - 185 - Adoption of an ordinance to amend the FY 2017 Capital Improvement <br />Program Budget by authorizing (1) the transfer of $647,400 from the Woodrow <br />Wilson High School Roof Replacement Project to the Westhaven Elementary <br />School Roof Replacement Project and (2) the transfer of $50,000 from the Brighton <br />Elementary School Roof Replacement Project to the Churchland Middle School <br />Bleacher Project. <br /> <br />Background: <br /> <br /> Capital improvement project budgets are determined using best estimates of the <br />actual cost of a project based on project scope and engineering means and methods. As <br />design and specifications are finalized and actual bids are received, the total cost of the <br />project may be higher or lower than the initially approved budget. <br /> <br /> The bids for the Westhaven Roof Replacement and Churchland Middle Bleacher <br />Projects came in over their approved budgets and the bids for the Woodrow Wilson Roof <br />Replacement Project came in lower than the approved budget. <br /> <br /> Based on the specifications for the Brighton Roof Replacement Project and the <br />actual bids received for the other roof projects, the cost for the Brighton project is <br />anticipated to be less than the initial budget. <br /> <br /> The four projects are funded through Qualified Zone Academy Bonds (QZAB’s), <br />which require appropriation and spending to be completed within three years. <br /> <br /> Per City Code, City Council is required to approve all CIP budget transfers. <br /> <br />Discussion: <br /> <br /> <br /> The budget transfers recommended willcover the actual cost of the Westhaven <br /> <br />Roof Project and the cost and installation of the Churchland Middle Bleacher Project. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact. All the projects are funded through the use of <br />Qualified Zone Academy Bonds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />ORDINANCE TO AMEND THE FY 2017 CAPITAL IMPROVEMENT PROGRAM <br />“ <br />BUDGET BY AUTHORIZING (1) THE TRANSFER OF $647,400 FROM THE <br />WOODROW WILSON HIGH SCHOOL ROOF REPLACEMENT PROJECT TO THE <br />WESTHAVEN ELEMENTARY SCHOOL ROOF REPLACEMENT PROJECT AND (2) <br />THE TRANSFER OF $50,000 FROM THE BRIGHTON ELEMENTARY SCHOOL ROOF <br />REPLACEMENT PROJECT TO THE CHURCHLAND MIDDLE SCHOOL BLEACHER <br />PROJECT. <br />” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 186 - Adoption of an ordinance authorizing the transfer within the FY 2017 <br />General Fund of $2,158,000 to reallocate salary savings to cover anticipated <br />budgetary adjustments needed in certain regular, overtime and part-time salary <br />accounts, and to cover costs related to body camera equipment for the Police <br />Department, street lighting, and landscaping services. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
