March 14, 2017 <br /> <br /> <br /> The current list of events in subsection 22-12(c) includes the Annual Towne <br />Lighting and the Turkey Bowl Parade, both of which have been discontinued. <br /> <br /> Newer events, including the Bunny Hop Race, Portsmouth Farmers’ Market, <br />Seawall Art Show, and Olde Towne Safe Trick or Treat, provide substantial benefits to <br />the City but are not currently listed in subsection 22-12(c). <br /> <br />Discussion: <br /> <br /> As a housekeeping matter, it is proposed to amend subsection 22-12(c) to delete <br /> <br />the discontinued events. <br /> <br /> The Bunny Hop Race, Portsmouth Farmers’ Market, Seawall Art Show, and Olde <br />Towne Safe Trick or Treat are all events which, though not directly sponsored by the City, <br />provide the City and its residents with substantial economic and other benefits. It is <br /> <br />proposed to add these events to subsection 22-12(c). <br /> <br /> In addition, the current language of the Code does not clearly exempt the events <br />in subsection 22-12(c) from the permit application fee established in subsection 22-12(a) <br />for street closures in conjunction with the events (currently $50). It is proposed to amend <br />subsection 22-12(a) to clarify that the events enumerated in subsection 22-12(c) are <br /> <br />exempt from the permit application fee. <br /> <br />Financial Impact: <br /> <br /> It is anticipated that the financial loss to the city from adding the new events to the <br />list in subsection 22-12(c) and clarifying the permit application fee exemption will be de <br />minimis compared to the economic benefits of supporting the continuation of the listed <br />events. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Planning Department will process permits in accordance with the amended <br />Code. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 22-12 (1) TO MODIFY <br />THE LIST OF ENUMERATED SPECIAL EVENTS ELIGIBLE FOR THE WAIVER OF <br />COSTS OF CITY SERVICES BY DELETING CERTAIN DISCONTINUED EVENTS AND <br />ADDING CERTAIN OTHER EVENTS AND (2) TO CLARIFY THAT THE WAIVER OF <br />COSTS FOR THE LISTED EVENTS INCLUDES WAIVER OF THE PERMIT <br />APPLCATION FEE. ” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />17 - 84 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Portsmouth Redevelopment & Housing Authority <br /> <br />Charlene Coffield to be appointed to fill a term ending August 31, 2019, replacing <br />Danielle Jones. <br /> <br />Leslie Harris to be appointed to fill a term ending August 31, 2018, replacing Flossie <br />Bridgeford. <br /> <br /> <br /> <br /> <br /> <br /> <br />
