March 14, 2017 Bruce LaLonde to be appointed to fill a term ending August 31, 2019, replacing Teresa Gunn. Rita Roberts to be appointed to fill a term ending August 31, 2017, replacing Joe Haskell. Reuben Washington to be appointed to fill a term ending August 31, 2019, replacing Joe Fleming. Motion by Mr. Moody, and seconded by Ms. Psimas, to close nominations and the above nominations were adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe Nays: Whitaker 17 - 129 - Items Submitted by Council Members Ms. Psimas spoke on the following events:   Thanked Captain Brenda Kerr, United States Coast Guard Support Base Portsmouth, for tours of the base.  th Celebration Parade honoring I. C. Norcom High School’s basketball team 4 State Championship, 3 p.m., Friday, March 17 at I. C. Norcom High School.  State Robotics Championship at Churchland High School, Saturday, March 18 and Sunday, March 19 from 8:30 a.m. - 5 p.m.  Public Utilities Open House at the Main Library on Court Street, Tuesday, March 21, 10 a.m. - 1 p.m. and 4 p.m. - 6 p.m.  The unveiling of Supporters of Public Art statue, Wednesday, March, 22, 2:30 p.m., at the Main Library on Court Street. Dr. Whitaker spoke on the following:   Inquired about cost of parade for the I. C. Norcom High School celebration. City Manager Patton informed citizens and City Council that there was no cost o associated with parade.  Suggested that City Council fully fund the schools budget. Mr. Moody inquired about the fire at the Afton Green property and asked if a  maintenance plan had been put into place regarding the grass.  City Manager Patton informed citizens and City Council that the bamboo on the Afton Green property would be dug out and the grass in the surrounding area would be cut. Dr. Whitaker asked City Manager Patton about the process and time table for cleaning  ditches with regards to a citizen concern.  City Manager Patton informed citizens and City Council that this particular ditch abutted the wetlands and would have to be cleaned by the Army Corps of Engineers and that there was a regular schedule to clean out other ditches in the City. 17 - 130 - Report on Pending Items There were no pending items. 17 - 131 - Non-Agenda Speakers 1. Carol McGill, 148 Allen Road, spoke in opposition to the charges accrued for a late payment for personal property taxes. 2. Johnathan Reichart, 504 Prince Avenue, invited citizens and City Council to the grand opening of D. C. Church, 4710 High Street West, Sunday, March 26 at 11 a.m.
