March 14, 2017 <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 126 - Adoption of an ordinance to appropriate an increase of $250,000 of <br />Regional Tourism Entity funding to be received from the Commonwealth of Virginia <br />in the FY 2017 General Fund for the Virginia Sports Hall of Fame. <br /> <br />Background: <br /> <br /> The Commonwealth of Virginia has provided financial assistance to the Virginia <br />Sports Hall of Fame. Under the structure established by the Commonwealth, the city of <br />Portsmouth is a conduit for delivery of these funds. <br /> <br /> The 2016 state budget provided for “$250,000 for the first year and $250,000 the <br />second year for the city of Portsmouth for a regional tourism entity.” <br /> <br /> The city of Portsmouth budgeted $250,000 for the receipt and expenditure of state <br /> <br />funds in both the FY 2016 and FY 2017 budgets. <br /> <br />Discussion: <br /> <br /> In 2017, the state budget book changed to state “$500,000 for the first year and <br /> <br />$250,000 for the city of Portsmouth for a regional tourism facility.” <br /> <br /> The city received $250,000 from the state in FY 2016 but in January 2017 (FY <br />2017) the city received $375,000 and anticipates receiving an additional $125,000 by the <br /> <br />end of the fiscal year for a total of $500,000 for FY 2017. <br /> <br /> To disburse the state funds to the Sports Hall of Fame, a budget ordinance is <br />required to increase the revenue and expenditure amounts of the city’s General Fund <br /> <br />Budget. <br /> <br />Financial Impact: <br /> <br /> The city is strictly a conduit for the payment so there is no financial impact to the <br />city, but in order to issue a check the city’s budget needs to be increased. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments and <br />forward the payment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE AN INCREASE OF $250,000 OF REGIONAL <br />TOURISM ENTITY FUNDING TO BE RECEIVED FROM THE COMMONWEALTH OF <br />VIRGINIA IN THE FY 2017 GENERAL FUND FOR THE VIRGINIA SPORTS HALL OF <br />FAME.” <br /> <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br />17 - 127 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 22-12 (1) to modify the list of <br />enumerated special events eligible for the waiver of costs of City services by <br />deleting certain discontinued events and adding certain other events and (2) to <br />clarify that the waiver of costs for the listed events includes waiver of the permit <br />application fee. <br /> <br />Background: <br /> <br /> Subsection 22-12(c) of the City Code designates certain special events which <br />provide substantial economic and other benefits to the City as exempt from the payment <br />of costs incurred by the city in providing personnel, setup, security and cleanup for the <br />events. <br /> <br /> <br /> <br /> <br /> <br />
