<br />At a Regular Meeting of the City Council on Tuesday, March 14, 2017, there were
<br />present:

<br />Mayor John L. Rowe, Jr., William E. Moody, Jr., Elizabeth M. Psimas, Dr. Mark M.
<br />Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City

<br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of February 27, 2017, of a Called Meeting of February 28, and of a
<br />Regular Meeting of February 28, 2017, and was adopted by the following vote:

<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe

<br /> Presentation of special lapel pins to newly appointed board and commission

<br />- City Manager’s Report -
<br />
<br />17 - 125 - Adoption of an ordinance appropriating $43,290,028 by classification to
<br />implement the operating budget for the Portsmouth Public Schools for the Fourth
<br />Quarter of Fiscal Year 2017.
<br />
<br />Background:
<br />
<br /> On May 10, 2016, City Council approved the FY2017 School Board Operating
<br />Budget of $191,810,233 and adopted the first quarterly budget operating appropriation of
<br />$43,290,030 and $18,650,117 for the fiscal year for the grant fund. On September 27,
<br />2016, City Council approved the second quarterly budget of $43,290,029. On December
<br />
<br />13, 2016 City Council approved the third quarterly budget of $43,290,029.
<br />
<br /> Funding for the fourth quarter of the FY2017 school budget from April 1, 2017-
<br />
<br />June 30, 2017 is due to be appropriated.
<br />
<br />Discussion:
<br />
<br /> Beginning with the FY2015 Budget, City Council has made quarterly
<br />
<br />appropriations of the Portsmouth Public Schools Budget.
<br />
<br />Financial Impact:
<br />
<br /> Funds are appropriated in the city’s FY2017 General Fund to pay for the local
<br />contribution to the school system. The attached ordinance implements the fourth quarter
<br />amount.
<br />
<br />Staff Recommends:
<br />
<br /> Adoption of the ordinance.
<br />
<br />Next Steps Following Council Action:
<br />
<br /> The Finance Department and the Schools will complete the necessary budget
<br />
<br />adjustments.
<br />
<br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ORDINANCE APPROPRIATING $43,290,028 BY CLASSIFICATION TO IMPLEMENT
<br />THE OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS FOR THE
<br />FOURTH QUARTER OF FISCAL YEAR 2017.”
