February 14, 2017 Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None 17 - 80 - Adoption of an ordinance accepting an allocation of $37,405 from the Virginia Technology Trust Fund and appropriating said amount in the FY 2017 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund technology improvements. Vision Principles: Innovation and Change, Efficient Service Delivery and Pride of Past. Background:  This Technology Trust Fund (TTF), is a $5.00 fee assessed by the Clerk of each Circuit Court on each civil action, each instrument recorded in the deed books and on each judgment docketed. The purpose of these funds are to develop and update individual land record automation plans, implement automation plans to modernize land records and to provide secure remote access. TTF may be used to obtain and update office automation and information equipment including software and conversion services, preserving, maintaining and enhancing court records and improving public access to court records. The Technology Trust Fund is authorized by Virginia Code §17.1-279. Discussion:  The Clerk of Circuit Court utilizes these funds for the purposes stated in Virginia Code §17.1-279. Financial impact:  There is no local cash match required. Recommended Action:  Adoption of ordinance. Vision Principles: Innovation and Change, Efficient Service Delivery, and Pride of Past. Next Steps Following Council Action:  Allocation of funds to the Clerk of Circuit Court Budget. Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AN ALLOCATION OF $37,405 FROM THE VIRGINIA TECHNOLOGY TRUST FUND AND APPROPRIATING SAID AMOUNT IN THE FY 2017 GRANTS FUND FOR USE BY THE PORTSMOUTH CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY IMPROVEMENTS.” Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None 17 - 81 - Adoption of an ordinance to transfer $258,096 from the Non-Departmental Salary line item of the FY 2017 General Fund budget to the Public Works/General Services line item of the FY 2017 General Fund budget for the purpose of funding costs incurred in connection with Winter Storm Helena. Vision Principle: Efficient Service Delivery. Background:  The City Manager declared a state of emergency due to the threat of heavy snowfall projected for the city of Portsmouth effective January 6, 2017.  Starting January 7, 2017 through January 9, 2017 the city of Portsmouth experienced blizzard-like conditions, ice and approximately 8 inches of snowfall during Snowstorm Helena.
