February 14, 2017 At a Regular Meeting of the City Council on Tuesday, February 14, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. Pastor Robert Lee opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Rowe called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a Called Meeting of January 23, 2017, of a Called Meeting of January 24, of a Regular Meeting of January 24, 2017, of a Called Meeting of February 3, 2017, and of a Called Meeting of February 4, 2017, was adopted by the following vote: Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Presentations:  Presentation of special lapel pins to newly appointed board and commission members.  Recognizing our Young Stars of Tomorrow: Terrence Massenburg. - City Manager’s Report - 17 - 79 - Adoption of an ordinance accepting $5,000.00 of HOME Investment Partnerships Program funds and appropriating said amount in the FY 2017 Community Planning and Development Program Fund. Vision Principle: Sustainable Neighborhoods. Background:  There is the need to add to the appropriation for the Community Planning and Development Program for FY 17 $5,000.00 of program income generated by the payment of a Home Care housing rehabilitation loan. Discussion:  The HOME funds will be included in the FY 17 Annual Action Plan.  The additional program income needs to be appropriated by City Council. Financial impact:  The funds will support activities in the existing Annual Action Plan and there will be no impact to service delivery. HOME funds require a match of not less than 25% of HOME funds drawn. Recommended Action:  Adoption of the ordinance. Vision Principle: Sustainable Neighborhoods. Next Steps Following Council Action:  The funds are approved and available upon authorization of the appropriation. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING $5,000.00 OF HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS AND APPROPRIATING SAID AMOUNT IN THE FY 2017 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.”
