February 14, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 14, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of January 23, 2017, of a Called Meeting of January 24, of a Regular <br />Meeting of January 24, 2017, of a Called Meeting of February 3, 2017, and of a Called <br />Meeting of February 4, 2017, was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Presentations: <br /> <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br /> <br /> Recognizing our Young Stars of Tomorrow: Terrence Massenburg. <br /> <br />- City Manager’s Report - <br /> <br />17 - 79 - Adoption of an ordinance accepting $5,000.00 of HOME Investment <br />Partnerships Program funds and appropriating said amount in the FY 2017 <br />Community Planning and Development Program Fund. <br />Vision Principle: <br />Sustainable Neighborhoods. <br /> <br />Background: <br /> <br /> There is the need to add to the appropriation for the Community Planning and <br />Development Program for FY 17 $5,000.00 of program income generated by the payment <br />of a Home Care housing rehabilitation loan. <br /> <br />Discussion: <br /> <br /> The HOME funds will be included in the FY 17 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $5,000.00 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM FUNDS AND APPROPRIATING SAID AMOUNT IN THE FY 2017 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br /> <br /> <br /> <br /> <br />
