January 24, 2017 <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT FOR POLICE/YOUTH PROJECTS IN THE AMOUNT OF <br />$18,000 THROUGH THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO FUND EQUIPMENT, <br />UNIFORMS AND REFEREES FOR THE POLICE ATHLETIC LEAGUE.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />57Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />17 - - <br />Assistance Grant for recruitment/hiring in the amount of $18,000 through the <br />Virginia Department of Criminal Justice Services and appropriating said funds in <br />the FY 2017 Grants Fund for use by the Portsmouth Police Department to fund <br />recruiting activities. <br />Vision Principles: Innovation and Change, Sustainable <br /> <br />Neighborhoods, Enhanced Quality of Life, andEfficient Service Delivery. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $18,000.00 from the JAG - Policing in the 21st Century through the Virginia <br />Department of Criminal Justice Services (DCJS) with $2,000.00 in in-kind match for total <br />award of $20,000.00. <br /> <br /> Estimated revenue in the FY 2017 Grants Fund is increased by $18,000.00. <br /> <br />Discussion: <br /> <br /> The PPD has a well-developed recruitment plan in place that serves as the <br />blueprint for our comprehensive approach to recruiting highly qualified diverse individuals <br />for careers in law enforcement. This target pool of applicants will be recruited from <br />predominately African-American colleges, women colleges, retired/separated from <br />military service, those already certified for law enforcement by DCJS. A major recruiting <br />focus will be on increasing our minority candidates to reflect more closely our community <br />demographics. The PPD is interested in capitalizing on the unique assets of the <br />Portsmouth community and the department as a recruitment attraction. <br /> <br /> The PPD’s recruitment plan encompasses producing a recruiting video that will <br />provide a creative and compelling message for our department, purchasing necessary <br />equipment, supplies, registration fees, travel and other expenses for participation in and <br />conducting of recruitment events. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $18,000.00 by the JAG through the DCJS provides <br />funding for the PPD. <br /> <br /> The city does have to provide an in-kind match of $2,000.00. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the amount of $18,000.00 in grant funding <br />from DCJS to the PPD.
