Box 50141, spoke in support of this item but voiced <br /> his concern with retention and adequate support. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND THE CITY OF PORTSMOUTH CLASSIFICATION AND PAY <br />PLAN FOR FY 2017 TO APPROVE PAYMENT OF A CONDITIONAL, ONE-TIME <br />$1,000 STIPEND TO ELIGIBLE SWORN EMPLOYEES, PARAMEDICS AND <br />DISPATCHERS IN THE POLICE DEPARTMENT AND THE DEPARTMENT OF FIRE, <br />RESCUE AND EMERGENCY SERVICES.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 56 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant for police/youth projects in the amount of $18,000 through the <br />Virginia Department of Criminal Justice Services and appropriating said funds in <br />the FY 2017 Grants Fund for use by the Portsmouth Police Department to fund <br />equipment, uniforms and referees for the Police Athletic League. <br />Vision Principles: <br /> <br />Innovation and Change, Sustainable Neighborhoods, Enhanced Quality of Life and <br /> <br />Efficient Service Delivery. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $18,000.00 from the Byrne/Justice Assistance Grant (JAG) - Policing in the <br />21st Century through the Virginia Department of Criminal Justice Services (DCJS) with <br />$2,000.00 in in-kind match for total award of $20,000.00. <br /> <br /> Estimated revenue in the FY 2017-2018 Grants Fund is increased by $18,000.00. <br /> <br />Discussion: <br /> <br /> The PPD has made concerted efforts to combat home-grown gangs, juvenile crime, <br />violence, and drug possession and use issues. One of the major programs in our arsenal <br />is the Police Athletic League (PAL). The PAL program is based upon the conviction that <br />young people, if they are reached early, enough can develop strong positive attitudes <br />toward police officers in their journey through life toward the goals of maturity and good <br />citizenship. <br /> <br /> The funds received will enable PPD to purchase equipment, uniforms, and referee <br />stipend for games. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $18,000.00 by the JAG through the DCJS provides <br />funding for the Portsmouth Police Department. <br /> <br /> The City does have to provide an in-kind match of $2,000.00. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the amount of $18,000.00 in grant funding <br />from the JAG through DCJS to the Portsmouth Police Department.
