Whitaker Council Liaison to the School Board Minority and Women Business Enterprises Committee (Chair) The Planning Council Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe Nays: Whitaker 17 - 32 - Items Submitted by Council Members  Adoption of a resolution confirming a Declaration of Local Emergency due to the threat of heavy snow fall impacting Portsmouth, Virginia. 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, thanked City staff for a job well done with clearing streets after the snow storm. 2. Garland Alexander, 2913 Tanbark Lane, asked that we remember City employee William Allen. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO THE THREAT OF HEAVY SNOW FALL IMPACTING PORTSMOUTH, VIRGINIA. WHEREAS, the City Manager of the City of Portsmouth, acting in her official capacity as Director of Emergency Management, did on January 6, 2017 declare a Local Emergency due to the threat of heavy snow fall impacting Portsmouth, Virginia; and WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of Portsmouth, it is now incumbent on City Council to take official action ratifying said declaration of emergency; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is hereby ratified and approved, and that the City Manager is further authorized to take all actions reasonable and necessary to complete implementation of all measures taken to respond to said emergency.”
