January 10, 2017 <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 33 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> Dr. Whitaker asked City Attorney Ashby for an update on Greater Portsmouth <br /> <br />Development Corporation (GPDC) issue. <br /> <br /> <br /> City Attorney Ashby provided an update to citizens and City Council regarding GPDC. <br /> <br /> Dr. Whitaker asked City Manager Patton if the cost of the landfill scale was to replace <br /> <br />an existing scale or to provide a scale to weigh trucks. <br /> <br /> <br /> City Manager Patton provided citizens and City Council with an update on the landfill <br />scale. <br /> <br /> Dr. Whitaker asked City Manager Patton if Staff was keeping track of whether or not <br /> <br />contractors and sub-contractors for upcoming Public Utility projects were involved in <br />minority contracting. <br /> <br /> <br /> City Manager Patton informed citizens and City Council she would provide that <br />information at a later date. <br /> <br /> Dr. Whitaker wanted the record to reflect the following statement: <br /> <br /> <br />“I am opposed to having SPSA negotiate with Wheelabrator on the transfer station <br />because we (City Council) already have the ability to negotiate directly with <br />Wheelabrator and I do not believe we should turn that over to a third party but should <br />negotiate directly.” <br /> <br />17 - 34 - Non-Agenda Speakers <br /> <br />1. Pam Kloeppel, 501 Elizabeth Place, congratulated Mayor Rowe on being elected <br />Mayor. <br /> <br /> Ms. Psimas provided the location and dates of the upcoming budget forums: <br /> <br /> <br /> Saturday, January 28, 2017, 9 a.m. – 11 a.m., at Woodrow Wilson High School. <br /> <br /> Thursday, February 2, 2017, 6:30 p.m. – 8:30 p.m., at I. C. Norcom High School. <br /> <br /> Monday, February 6, 2017, 6:30 p.m. – 8:30 p.m., at Churchland High School. <br /> <br /> Citizens can also participate online by going to: portsmouthva.gov/budgetsurvey <br /> <br />2. Steve Carroll, 3112 River Edge Drive, welcomed the new members of City Council <br />and thanked City staff for a job well done clearing the streets after the snow storm. <br /> <br />3. Lorenzo Waters, 811 Hancock Avenue, voiced his opposition to placing a transfer <br />station in Cavalier Manor. <br /> <br />4. Barry Doughty, 1515 Belafonte Drive, voiced his opposition to placing a transfer <br />station in Cavalier Manor. <br /> <br />5. Clyde Toler, 1029 Blair Street, voiced his concern with various issues within the City. <br /> <br />6. Larry Jones, 1220 Nero Drive, voiced his opposition to placing a transfer station in <br />Cavalier Manor. <br /> <br />7. James Overton, 315 Astor Avenue, voiced his opposition to placing a transfer station <br />in Cavalier Manor and asked that the location not be considered. <br /> <br /> <br /> <br /> <br /> <br /> <br />
