December 13, 2016 <br /> <br />“ORDINANCE TO AMEND ARTICLE III OF CHAPTER 36 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (2006) (TREE PLANTING AND REPLACEMENT) BY <br />AMENDING AND REORDAINING SUBSECTIONS 36-52(1), (3) AND (4), SECTION 36- <br />56, AND TABLE 36.1 FOR THE PURPOSES OF CORRECTING CERTAIN <br />REFERENCES TO THE ZONING ORDINANCE, THE SUBDIVISION ORDINANCE, <br />AND OTHER GOVERNING DOCUMENTS, AND DESIGNATING THE BOARD OF <br />ZONING APPEALS AS THE VENUE FOR APPEALS OF DETERMINATIONS MADE <br />UNDER THE ARTICLE.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 374 - Adoption of an ordinance appropriating $43,290,029 by classification to <br />implement the operating budget for the Portsmouth Public Schools for the Third <br />Quarter of Fiscal Year 2017. <br />Vision Principle:Efficient Service Delivery. <br /> <br />Background: <br /> <br /> On May 10, 2016, City Council approved the FY2017 School Board Operating <br />Budget of $191,810,233 and adopted the first quarterly budget operating appropriation of <br />$43,290,030 and $18,650,117 for the fiscal year for the grant fund. On September 27, <br />2016, City Council approved the second quarterly budget operating appropriation of <br /> <br />$43,290,029. <br /> <br /> Funding for the third quarter of the FY2017 school budget from January 1, 2017- <br />March 31, 2017 is due to be appropriated in the classifications and amounts set forth in <br /> <br />the Table below. <br /> <br />Discussion: <br /> <br /> Beginning with the FY2015 Budget, City Council has made quarterly <br /> <br />appropriations of the Portsmouth Public Schools Budget. <br /> <br />Financial Impact <br /> <br /> Funds are appropriated in the city’s FY2017 general fund to pay for the local <br />contribution to the school system. The attached ordinance implements the third quarter <br />amount. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department and the Schools will complete the necessary budget <br /> <br />adjustments. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O.
