December 13, 2016 <br /> <br />16 - 375 - Adoption of an ordinance to amend Chapter 30 of the Code of the City of <br />Portsmouth, Virginia (2006) pertaining to the Portsmouth Supplemental Retirement <br />System and the Portsmouth Fire and Police Retirement System by deleting <br />subsections 30-117(g) and 30-237(b) to eliminate the additional service retirement <br />allowances established therein which apply from the date of retirement until the <br />ndth <br />retiree’s 62 or 65 birthday, as applicable. <br /> Vision Principle: Efficient Service <br /> <br />Delivery. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to withdraw Item 16-375 <br />from the agenda, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 376 - Adoption of an ordinance to amend the FY 2017 Capital Improvement <br />Program Budget by authorizing the transfer of $500,000 from the 801 Water Street <br />Project to the Renovations to Various Buildings Category to fund the relocation <br />of the Magistrate and Police Roll Call Offices, the transfer of $109,000 from the <br />801 Water Street Project to the IT Computer Room Project, and the transfer of <br />$50,214 from the Portsmouth Community Colored Library Museum (PCCLM) ADA <br />Ramp Project to fund PCCLM Building and Site Improvements. <br /> Vision Principles: <br /> <br />a Robust and Prosperous Economy and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> As work progresses on CIP projects the actual costs for the projects become <br />clearer and the scope of work more well-defined. Certain projects may have excess <br />funding while others need additional funding. There also may be a need to revise the <br />. <br />scope from the originally approved CIP budget <br /> <br />Discussion: <br /> <br /> The scope of the 801 Water Street project is being revised and it is recommended <br />that $609,000 be moved from this project, with $500,000 to be transferred to the <br />Renovations to Various Buildings Category to fund the move of Magistrate and Police <br />Roll Call Offices within the former Courts complex on Crawford Street. The balance of <br />$109,000 is recommended to be moved to the IT Computer Room project in order to fully <br />fund the increase in design work for fire and suppression and HVAC work to ensure the <br /> <br />safety of the computer room. <br /> <br /> The Portsmouth Community Colored Library Museum (PCCLM) ADA ramp project <br />has remaining funds of $50,214 and it is recommended to move these remaining funds <br />to PCCLM Building and Site Improvements for work adjacent to and supporting the ramp <br /> <br />and the PCCLM entrance. <br /> <br /> <br />Financial Impact: <br /> <br /> CIP in total remains the same so there is no financial impact to these budget <br />transfers. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
