Vision Principles: Sustainable Neighborhoods and <br />Enhanced Quality of Life. <br /> <br />Next Step(s) Following Council Action: <br /> <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A RESCUE SQUAD ASSISTANCE FUND GRANT IN THE <br />AMOUNT OF $99,505.50 FROM THE VIRGINIA OFFICE OF EMERGENCY MEDICAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2017 GRANTS FUND <br />FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES <br />TO PURCHASE A MEDIC UNIT.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 372 - Adoption of an ordinance accepting funding in the amount of $62,963 <br />from the Virginia Department of Social Services and appropriating said amount in <br />the FY 2017 Social Services Fund for use by the Department of Social Services in <br />connection with the final transitioning of all client cases to the Virginia Case <br />Management System.: <br /> Vision PrinciplesSustainable Neighborhoods, Enhanced <br /> <br />Quality of Life, and Efficient Service Delivery. <br /> <br />Background: <br /> <br /> In order to meet federal requirements under the Patient Protection and Affordable <br />Care Act, the Commonwealth of Virginia replaced its current legacy eligibility system <br />Application Benefit Delivery Automation Project (ADAPT), automated Medicaid <br />categories not currently in ADAPT, implemented a statewide document management and <br />imaging system, and converted current Medicaid-related cases from ADAPT and the <br />Department of Medical Assistance Services (DMAS) system into the new case <br />management system, the Virginia Case Management System (VaCMS). <br /> <br /> VaCMS allows public assistance customers to submit online applications for the <br />Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy <br />Families (TANF), and Medicaid & Low-Income Home Energy Assistance (LIHEAP) <br />through a portal called CommonHelp. <br /> <br /> The Commonwealth of Virginia went live in 2012 with the new online system and <br />the volume of applications in the first year challenged the ability of local department of <br />social services staff to process applications and process renewals in a timely manner. <br /> <br />Discussion: <br /> <br /> To assist with the final implementation of the VaCMS eligibility system, the Virginia <br />Department of Social Services is allocating one-time funding to reimburse local <br />departments of social services (LDSS) primarily for extra hours worked to reduce or <br />eliminate eligibility work backlogs and/or convert all client cases to VaCMS. <br /> <br /> Portsmouth Social Services received notification that its allocation is $62,963.00. <br /> <br /> This funding will be used for staff and operations costs that may be incurred during <br />the final transition of all client cases to VaCMS. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for matching funds; therefore, there is no financial impact <br />to the city. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
