December 13, 2016 <br /> <br />At a Regular Meeting of the City Council on Tuesday, December 13, 2016, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Kerry Westerwick opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of November 22, 2016, and of a Regular Meeting of November 22, 2016, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 370 - Presentations: <br /> <br /> <br /> Presentation to Mayor Kenneth I. Wright and Councilman Curtis E. Edmonds, Sr., for <br />faithful City Council Service. <br /> <br /> <br /> Captain Justin Arnold, Assistant Emergency Coordinator, provided a Federal <br />Emergency Management Agency (FEMA) relief update. <br /> <br /> <br /> Ms. Meg Pittenger, Flood Plan Administrator, provided an update on the community <br />rating system for flood insurance. <br /> <br /> <br /> Ms. Donnell Brown, Interim Executive Director of Portsmouth Redevelopment and <br />Housing Authority (PRHA), provided an update on the citizens who were displaced as <br />a result of Hurricane Matthew. <br /> <br />- City Manager’s Report - <br /> <br />16 - 371 - Adoption of an ordinance accepting a Rescue Squad Assistance Fund <br />Grant in the amount of $99,505.50 from the Virginia Office of Emergency Medical <br />Services and appropriating said amount in the FY 2017 Grants Fund for use by the <br />Department of Fire, Rescue and Emergency Services to purchase a medic unit. <br /> <br />Vision Principles: <br />Sustainable Neighborhoods, and Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The Financial Assistance for Emergency Medical Services Grants Program, known <br />as the Rescue Squad Assistance Fund (RSAF) Grant Program, is a multi-million dollar <br />matching grant program for Virginia governmental, volunteer and non-profit Emergency <br />Medical Services (EMS) agencies and organizations to provide financial assistance <br /> <br />based on demonstrated need. <br /> <br /> The primary goal of this program is to financially assist governmental, volunteer <br />and non-profit EMS agencies to purchase EMS equipment and vehicles and provide <br /> <br />needed EMS programs and projects. <br /> <br /> The grant is primarily a reimbursement grant that requires the grantee to make the <br />purchase for the awarded item(s) and then submit an invoice for reimbursement. <br /> <br />Discussion: <br /> <br /> This grant allows for the purchase of necessary equipment and supplies in support <br />of the Portsmouth Fire, Rescue and Emergency Services (PFRES) to purchase of an <br />additional medic unit to be added to the fleet. This purchase includes a Styker Pro XT Cot <br />and Styker Pro Stair Chair. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
