November 22, 2016 <br /> <br />“ORDINANCE ACCEPTING STATE HOMELAND SECURITY GRANT PROGRAM <br />FUNDS IN THE AMOUNT OF $90,000 FROM THE FEDERAL EMERGENCY <br />MANAGEMENT AGENCY THROUGH THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2017 <br />GRANTS FUND FOR USE BY THE PORTSMOUTH DEPARTMENT OF FIRE, <br />RESCUE, AND EMERGENCY SERVICES FOR THE SOUTHSIDE REGIONAL <br />HAZARDOUS MATERIALS RESPONSE TEAM.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 358 - Adoption of a resolution supporting an application to the Virginia <br />Department of Transportation (VDOT) for an allocation of $670,500 through the <br />VDOT Revenue Sharing Program for FY 2018 for improvements to Ballard Avenue <br />and Hyman Street. <br /> Vision Principles: A Robust and Prosperous Economy and <br />Proud Military History. <br /> <br />Background: <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match State funds for priority projects. Current legislation, Section <br />33.2-357 of the Code of Virginia, allows localities to submit requests for up to $10 million <br />in state allocations with no more than $5 million of that amount for maintenance projects. <br /> <br /> The project consists of reconstructing Ballard Avenue to improve the existing <br />roadway and drainage infrastructure, and improvements to the Hyman Street profile <br />crossing CSX railroad. <br /> <br />Discussion: <br /> <br /> VDOT issues a call to localities to submit Revenue Sharing applications for <br /> <br />qualifying projects in advance of their upcoming budget. <br /> <br /> City staff identifies projects and submits the required applications and other <br /> <br />supporting materials to VDOT for consideration. <br /> <br /> The proposed expansion of the Army National Guard on Elmhurst Lane includes <br />the physical closure of Laigh Road which currently provides the primary access to <br /> <br />Elmhurst Lane for the businesses on Ballard Avenue. <br /> <br /> This project supports the access needs for the existing businesses on Ballard <br /> <br />Avenue. <br /> <br /> The preliminary engineering report is complete and design options have been <br /> <br />evaluated. <br /> <br /> The overall project also includes an alternate access road to Elmhurst Lane. This <br /> <br />portion of the project is not eligible for funding under this program. <br /> <br /> A resolution from City Council outlining the request to participate, and its support <br />of the project identified for funding from the Revenue Sharing program is required to <br /> <br />complete the application process. <br /> <br />Financial Impact: <br /> <br /> <br /> The engineering estimate for this project is $1,341,000. <br /> <br /> The city of Portsmouth is requesting $670,500 in Revenue Sharing funds from the <br /> <br />State. <br /> <br /> <br /> The city must provide a $670,500 match. <br /> <br /> <br /> This requires a $670,500 commitment in the city’s Capital Improvement Plan. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution.
