November 22, 2016 <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION SUPPORTING AN APPLICATION TO THE VIRGINIA DEPARTMENT <br />OF TRANSPORTATION (VDOT) FOR AN ALLOCATION OF $670,500 THROUGH THE <br />VDOT REVENUE SHARING PROGRAM FOR FY 2018 FOR IMPROVEMENTS TO <br />BALLARD AVENUE AND HYMAN STREET. <br /> <br />WHEREAS, <br />the Council of the City of Portsmouth, Virginia desires to submit an <br />application for an allocation of funds up to $670,500 to be matched through the VDOT FY <br />2018 Revenue Sharing Program for improvements to Ballard Avenue and Hyman Street <br />(the Project); and <br /> <br />WHEREAS, <br /> the Council of the City of Portsmouth, Virginia hereby supports the <br />application for an allocation of funds up to $670,500 to be matched through the VDOT FY <br />2018 Revenue Sharing Program for the Project; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby agrees to commit to the City’s local share of the total cost for <br />preliminary engineering, right-of-way and construction of the Project in accordance with <br />the Project financial documents. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager is hereby authorized to <br /> <br />execute project agreements in the form required by VDOT for the Project.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 359 - Adoption of a resolution supporting an application to the Virginia <br />Department of Transportation (VDOT) for an allocation of $1,225,000 through the <br />VDOT Revenue Sharing Program for FY 2018 for the reconstruction of Burtons <br />Point Road. <br />Vision Principles: A Robust and Prosperous Economy and Proud <br /> <br />Military History. <br /> <br />Background: <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match State funds for priority projects. Current legislation, Section <br />33.2-357 of the Code of Virginia, allows localities to submit requests for up to $10 million <br />in state allocations with no more than $5 million of that amount for maintenance projects. <br /> <br /> The Burtons Point Road Reconstruction project consists of reconstructing Burtons <br />Point Road from the Elm Avenue intersection south to the its terminus to improve safety <br />and drainage. <br /> <br />Discussion: <br /> <br /> VDOT issues a call to localities to submit Revenue Sharing applications for <br /> <br />qualifying projects in advance of their upcoming budget. <br /> <br /> City staff identifies projects and submits the required applications and other <br /> <br />supporting materials to VDOT for consideration. <br /> <br /> This project will result in a significant safety improvement by providing a defined <br /> <br />roadway footprint, accommodating pedestrian users, and eliminating on-street parking. <br /> <br /> These improvements are beneficial to the city, the Navy and industrial <br /> <br />stakeholders along the roadway. <br /> <br /> The preliminary engineering report is complete and design options are under <br /> <br />evaluation. <br /> <br /> A resolution from City Council outlining the request to participate, and its support <br />of the project identified for funding from the Revenue Sharing Program is required to <br /> <br />complete the application process. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
