November 22, 2016 Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION SUPPORTING AN APPLICATION TO THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) FOR AN ALLOCATION OF $670,500 THROUGH THE VDOT REVENUE SHARING PROGRAM FOR FY 2018 FOR IMPROVEMENTS TO BALLARD AVENUE AND HYMAN STREET. WHEREAS, the Council of the City of Portsmouth, Virginia desires to submit an application for an allocation of funds up to $670,500 to be matched through the VDOT FY 2018 Revenue Sharing Program for improvements to Ballard Avenue and Hyman Street (the Project); and WHEREAS, the Council of the City of Portsmouth, Virginia hereby supports the application for an allocation of funds up to $670,500 to be matched through the VDOT FY 2018 Revenue Sharing Program for the Project; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby agrees to commit to the City’s local share of the total cost for preliminary engineering, right-of-way and construction of the Project in accordance with the Project financial documents. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute project agreements in the form required by VDOT for the Project.” Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None 16 - 359 - Adoption of a resolution supporting an application to the Virginia Department of Transportation (VDOT) for an allocation of $1,225,000 through the VDOT Revenue Sharing Program for FY 2018 for the reconstruction of Burtons Point Road. Vision Principles: A Robust and Prosperous Economy and Proud Military History. Background:  The VDOT Revenue Sharing Program provides an opportunity for localities to provide local funds to match State funds for priority projects. Current legislation, Section 33.2-357 of the Code of Virginia, allows localities to submit requests for up to $10 million in state allocations with no more than $5 million of that amount for maintenance projects.  The Burtons Point Road Reconstruction project consists of reconstructing Burtons Point Road from the Elm Avenue intersection south to the its terminus to improve safety and drainage. Discussion:  VDOT issues a call to localities to submit Revenue Sharing applications for qualifying projects in advance of their upcoming budget.  City staff identifies projects and submits the required applications and other supporting materials to VDOT for consideration.  This project will result in a significant safety improvement by providing a defined roadway footprint, accommodating pedestrian users, and eliminating on-street parking.  These improvements are beneficial to the city, the Navy and industrial stakeholders along the roadway.  The preliminary engineering report is complete and design options are under evaluation.  A resolution from City Council outlining the request to participate, and its support of the project identified for funding from the Revenue Sharing Program is required to complete the application process.
