November 22, 2016 <br /> <br />Discussion: <br /> <br /> The city of Portsmouth has been notified of its allocation amount of $310,023 in <br />Fire Program Funds. <br /> <br /> The city must report to the Department of Fire Programs how the funds are utilized. <br /> <br /> Funds will be utilized to support fire and emergency services within the city of <br />Portsmouth. Funds are used to acquire additional fire protection equipment and continue <br />to provide necessary training for fire personnel. <br /> <br />Financial Impact: <br /> <br /> The grant allocated amount is $310,023 of FY2017 from the Virginia Department <br />of Fire Programs. <br /> <br /> The city is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Sustainable Neighborhoods, <br />Enhanced Quality of Life, and Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $310,023 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID FUNDS <br />IN THE FY 2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, <br />RESCUE, AND EMERGENCY SERVICES.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 356 - Adoption of an ordinance accepting a Haz-Mat Team Equipment, Exercise, <br />and Training Grant in the amount of $30,000 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2017 Grants Fund <br />for use by the Department of Fire, Rescue, and Emergency Services Haz-Mat Team. <br /> <br />Vision Principle: <br />Sustainable Neighborhoods, Enhanced Quality of Life, and <br /> <br />Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />city of Portsmouth $30,000 in 2017 Haz-Mat Team Equipment, Exercise and Training <br />Grant funding. <br /> <br /> The funds received enable Portsmouth, the lead city for the Southside Regional <br />Hazardous Materials Team, to maintain a superior level of readiness with regard to <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> All expenditures must qualify under the grant guidelines. <br /> <br /> This funding is instrumental in developing hazardous materials response <br />capabilities for Portsmouth’s Hazardous Materials Team and to move forward with <br />purchase of equipment necessary to achieve grant goals. <br /> <br />Financial Impact: <br /> <br /> The grant allocated amount is $30,000 of FY2017 Funds from the Virginia <br />Department of Emergency Management (VDEM) for the PFD. <br /> <br /> The city is not required to provide a cash or in-kind match. <br /> <br /> <br /> <br /> <br /> <br /> <br />
