November 22, 2016 <br /> <br />Background: <br /> <br /> The Stormwater and Waste Management Divisions applied for and received a <br />Virginia Litter and Recycling Grant from the Virginia Department of Environmental Quality. <br /> <br /> The grant is for ongoing education and public outreach efforts in the community to <br />help keep the city of Portsmouth clean and to protect the environment. <br /> <br /> Education and public outreach is a significant component of our stormwater <br />management and waste management programs and is one of the required activities of <br />our Virginia Stormwater Management Program Permit that regulates how the city of <br />Portsmouth operates it stormwater program. <br /> <br />Discussion: <br /> <br /> A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br /> <br /> Monies from this grant will also be used to maintain existing pet waste stations and <br />to promote stormwater outreach activities relating to proper disposal of yard waste, etc. <br /> <br /> This is the sixth consecutive year that the city of Portsmouth has received funds <br />from this grant. <br /> <br />Financial Impact: <br /> <br /> There is no requirement for matching funds; therefore, there is no financial impact <br />to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Lifelong Learning Community, <br />Sustainable Neighborhoods, Enhanced Quality of Life, and Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budgetary adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA LITTER AND RECYCLING GRANT FROM <br />THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY IN THE AMOUNT OF <br />$16,267 AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND TO <br />PROMOTE LITTER PREVENTION, RECYCLING EFFORTS, AND STORMWATER <br />AND WASTE MANAGEMENT PROGRAMS.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 355 - Adoption of an ordinance accepting a grant in the amount of $310,023 <br />from the Virginia Department of Fire Programs and appropriating said funds in the <br />FY 2017 Grants Fund for use by the Department of Fire, Rescue, and Emergency <br />Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years. <br /> <br /> Aid to Localities provides Virginia cities, towns and counties with funds to pay for <br />training, construction of training centers, firefighting equipment, and protective clothing. <br /> <br /> The funds are derived from one-percent of fire related insurance coverage and are <br />allocated based on population. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
