October 25, 2016 <br /> <br />“ORDINANCE TO ACCEPT A PRIMARY EXTENSION PROGRAM GRANT IN THE <br />AMOUNT OF $178,543 FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION <br />AND TO APPROPRIATE SAID FUNDS IN THE FY 2017 GENERAL FUND FOR USE <br />BY THE ENGINEERING DEPARTMENT IN CONNECTION WITH THE PAVING OF <br />AIRLINE BOULEVARD FROM THE CITY LINE WITH CHESAPEAKE TO KINGS GATE <br />DRIVE.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 344 - Adoption of resolutions approving the 2017 State Legislative Package <br />and the 2017 Federal Legislative Package. <br />Vision Principles: Innovations and <br />Change, A Robust and Prosperous Economy, Leading Maritime Community, <br />Lifelong Learning Community, Sustainable Neighborhoods, Enhanced Quality of <br />Life, Efficient Service Delivery, Proud Military History, Pride of Past, Core Values. <br /> <br />(a) Adoption of a resolution endorsing the City’s 2017 General Assembly <br />Legislative Package. <br /> <br /> <br />(b) Adoption of a resolution endorsing the City’s 2017 Federal Legislative <br />th <br />Package for the 115 Congress. <br /> <br />(c) Adoption of a resolution requesting the General Assembly of Virginia to <br />amend the Charter of the City of Portsmouth, Virginia. <br /> <br />Background: <br /> <br /> The city undertook an inclusive process to identify areas and issues to develop a <br /> <br />strong, comprehensive 2017 Legislative Package. <br /> <br /> All city departments were provided an opportunity to identify issues for inclusion in <br /> <br />the 2017 State and Federal Legislative Packages. <br /> <br /> Portsmouth citizens were encouraged to submit suggestions and feedback via the <br /> <br />city’s webpage. <br /> <br /> All submissions received were included in the Power-Point presentation presented <br /> <br />to City Council at their Public Work Session on Tuesday, October 11, 2016. <br /> <br /> Portsmouth City Council is scheduled to meet with the Portsmouth General <br />Assembly Delegation at a joint meeting on Tuesday, October 25, 2016 to discuss the <br />items in the city’s 2017 State Legislative package. <br /> <br /> Portsmouth City Council is set to formally adopt the 2017 State and Federal <br />Legislative Packages at its regular City Council meeting on Tuesday, October 25, 2016. <br /> <br />Discussion: <br /> <br /> The items included in the 2017 State and Federal Legislative Packages were first <br />vetted with the City Manager. <br /> <br /> These items were then presented and vetted with the City Council members to <br />determine which issues were fully developed and warrant the city’s full attention and <br />inclusion in the official Legislative Packages. The items included in the State Legislative <br />Package were agreed upon and will be submitted for introduction by members of the <br />Portsmouth General Assembly Delegation. <br /> <br /> The items for the 2017 Federal Legislative Package will be forwarded to the city’s <br />Congressional Delegation. <br /> <br /> A potential visit to Washington, D.C. may be scheduled to discuss the items in the <br />2017 Federal Legislative Package, or other items of interest to the city that may arise <br />after the adoption of this package. <br /> <br />Staff Recommendation: <br /> <br /> Approval and adoption of both legislative packages.
