October 25, 2016 “ORDINANCE TO ACCEPT A PRIMARY EXTENSION PROGRAM GRANT IN THE AMOUNT OF $178,543 FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION AND TO APPROPRIATE SAID FUNDS IN THE FY 2017 GENERAL FUND FOR USE BY THE ENGINEERING DEPARTMENT IN CONNECTION WITH THE PAVING OF AIRLINE BOULEVARD FROM THE CITY LINE WITH CHESAPEAKE TO KINGS GATE DRIVE.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 16 - 344 - Adoption of resolutions approving the 2017 State Legislative Package and the 2017 Federal Legislative Package. (a) Adoption of a resolution endorsing the City’s 2017 General Assembly Legislative Package. (b) Adoption of a resolution endorsing the City’s 2017 Federal Legislative th Package for the 115 Congress. (c) Adoption of a resolution requesting the General Assembly of Virginia to amend the Charter of the City of Portsmouth, Virginia. Background:  The city undertook an inclusive process to identify areas and issues to develop a strong, comprehensive 2017 Legislative Package.  All city departments were provided an opportunity to identify issues for inclusion in the 2017 State and Federal Legislative Packages.  Portsmouth citizens were encouraged to submit suggestions and feedback via the city’s webpage.  All submissions received were included in the Power-Point presentation presented to City Council at their Public Work Session on Tuesday, October 11, 2016.  Portsmouth City Council is scheduled to meet with the Portsmouth General Assembly Delegation at a joint meeting on Tuesday, October 25, 2016 to discuss the items in the city’s 2017 State Legislative package.  Portsmouth City Council is set to formally adopt the 2017 State and Federal Legislative Packages at its regular City Council meeting on Tuesday, October 25, 2016. Discussion:  The items included in the 2017 State and Federal Legislative Packages were first vetted with the City Manager.  These items were then presented and vetted with the City Council members to determine which issues were fully developed and warrant the city’s full attention and inclusion in the official Legislative Packages. The items included in the State Legislative Package were agreed upon and will be submitted for introduction by members of the Portsmouth General Assembly Delegation.  The items for the 2017 Federal Legislative Package will be forwarded to the city’s Congressional Delegation.  A potential visit to Washington, D.C. may be scheduled to discuss the items in the 2017 Federal Legislative Package, or other items of interest to the city that may arise after the adoption of this package. Staff Recommendation:  Approval and adoption of both legislative packages.
