Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his opposition to City staff being <br /> <br />voting members and having no restrictions on the amount of cash in the fund. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to defer Item 16-342 to the <br />November 22, 2016 City Council meeting, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 343 - Adoption of an ordinance to accept a Primary Extension Program Grant <br />in the amount of $178,543 from the Virginia Department of Transportation and to <br />appropriate said funds in the FY 2017 General Fund for use by the Engineering <br />Department in connection with the paving of Airline Boulevard from the City line <br />with Chesapeake to Kings Gate Drive. <br />Vision Principles: Sustainable <br />Neighborhoods and a Robust and Prosperous Economy. <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation sets aside funding each year for the <br />reconstruction and rehabilitation projects on primary extensions, using a competitive <br />application process <br /> <br /> Localities with qualifying roads may apply annually through VDOT. <br /> <br />Discussion: <br /> <br /> <br /> A primary extension is a locally maintained road that has a primary route number. <br /> <br /> Localities may submit applications for those routes which have a Combined <br />Condition Index of less than 60, as determined by VDOT or determined by the locality <br />using pavement assessment evaluation and rating process equivalent to that used by <br /> <br />VDOT. <br /> <br /> <br /> The city of Portsmouth submitted applications for funds eligible in FY2017. <br /> <br /> VDOT approved funding for paving Airline Boulevard from the city line with <br /> <br />Chesapeake to Kings Gate Drive as part of their FY2016-2017 budget process. <br /> <br /> <br /> Staff has received the project agreement and appendices from VDOT. <br /> <br />Financial Impact <br /> <br /> The Primary Extension grant provides $178,543 for paving Airline Boulevard from <br /> <br />the city line with Chesapeake to Kings Gate Drive. <br /> <br /> <br /> There are no matching funds required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
