168 <br /> <br /> January 27, 1987 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the certain group housing pro~ect consis <br />ing of four (4) condominium units in two structures at 5013 Bayview <br />Boulevard and designated as GHP-87-1 and more specifically describe~ <br />in correspondence from the Yates Group dated Deaember 16, 1986 as <br />shown on plans prepared by the Yates Group and filed with the appro <br />priate officals of the City of Portsmouth, Virginia, such correspon <br />dence and plans being made a part hereof, is hereby granted approva <br />subject to the following terms and conditions: <br /> <br />1. That the developer submit an applicationfor and obtain <br />approval in accordance with the applicable provisions of the State <br /> nd City Cldes of the closure of the twelve (12) foot alley on the <br /> outh side of the property and that same be added to the developmen <br />parcel. <br /> 2. A six (6) foot high privacy fence be installed along the <br />east property line. <br /> <br /> 3. A standard site improvement plan must be submitted to the <br />Department of Engineering and Technical Services for review and <br />approval. <br /> <br /> 4. A detailed landscaping plan be submitted to the Planning <br />Department for review and approval prior to the issuance of buildin <br />permits. <br /> <br /> S. A Certificate of Compliance for the final design must be <br /> btained from the Co~ission df~ArchifedtuYgl~rReview prior to the iss~ <br />of a building permit," <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle' <br /> Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 87-28 Letter from the City Manager recommending adoption of <br />an ordinance to approprlane $97,661 from the Capital Improvements <br />Fund and $97,661 from the Public Utilities Capital Improvements <br />Fund to update the City's 1964 planimetric maps through aerial sur- <br />vey and incorporate them into the infrastructure data base. <br /> <br /> "On October 28, 1986, Council approved the~initiation of an <br />Infrastructure Rehabilitation Study for the Public Utilities Depart- <br />ment, ~Ordinance #1986-110). As this work has progressed, the <br />opportunity to update the City's 1964 planimetric maps thronghaeria <br />survey has been presented. This opportunity would allow the plani- <br />metric maps to be updated to reflect present day conditions. The <br />maps would also be incorporated into the computerized database of <br />the infrastructure project for instant retrieval. This would prove <br />to be an invaluable aid to any City agency or Department whose work <br />requires access to and the use of the planimetric map data. The <br />major beneficiary of this effort would be the Public Utilities <br />Department, but Public Works, the City Assessor, Economic Develop- <br />ment, the City Engineer, Planning, Fire Department, Building Offici~ <br />and Traffic would benefit as well. The cost of this effort is <br />$195,322 and ~a_b~endown as follows: <br /> <br />Aerial Survey S185,322 <br />City Engineer (Establish survey benchmarks 10,000 <br /> ~ control points) <br /> <br />$195,322 <br /> <br />These costs would be shared equally by the Utilities' Budget and tb <br />General Fund. <br /> <br /> The Director of Public Utilities and the City Engineer have <br />recommended this program to update the City's planimetrmc maps as <br />well as its incorporation into the infrastructure data base.
