Tracy Link, 3412 Race Street, spoke in support of this item. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />3. Gary McCollum, 3901 Meeting House Road, Virginia Beach, spoke in support of this <br />item. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Psimas, to adopt Minority and <br />Women Business Enterprise (MWBE) Inclusion Policy with the amended language of the <br />last sentence in Section 2 to read “The Disparity Study recommended the development <br />of a MWBE program to include the following elements but not limited to” and was adopted <br />by the following vote: <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Cherry, to adopt the following <br />resolution pertaining to MWBE Inclusion Policy with the above addition and the addition <br />of Section VII under Item A to read “Bids not complying with MWBE guidelines shall be <br />deemed non responsive”, and was adopted by the following vote: <br /> <br />“RESOLUTION ADOPTING A MINORITY AND WOMEN BUSINESS ENTERPRISE <br />(MWBE) INCLUSION POLICY FOR THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br />WHEREAS, <br /> in September 2013 the City of Portsmouth retained MGT of America, <br />Inc. to conduct a Procurement Disparity Study; and <br /> <br />WHEREAS, <br /> the Procurement Disparity Study found that statistically significant <br />disparities exist between the availability and utilization of minority and women owned <br />businesses both in City contracting and in the private sector; and <br /> <br />WHEREAS, <br /> the Procurement Disparity Study recommended the adoption of race <br />and gender conscious measures which are narrowly tailored to address the Study’s <br />findings; and <br /> <br />WHEREAS, <br /> in accordance with the Study’s recommendation, a draft Minority and <br />Women Business Enterprise (WMBE) Inclusion Policy has been prepared, and Council <br />has reviewed the draft Policy; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City of Portsmouth Minority and Women Business Enterprise Inclusion <br />Policy is hereby adopted in the form attached hereto as Exhibit A; and <br /> <br /> <br /> <br /> <br />
