October 11, 2016 BE IT FURTHER RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager and her designees are authorized to take such further actions as are necessary or desirable to implement the said Policy.” Ayes: Cherry, Moody, Whitaker, Wright Nays: Psimas Adoption of a resolution confirming a Declaration of Local Emergency due to severe weather and the remnants of Hurricane Matthew impacting Portsmouth, Virginia. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO SEVERE WEATHER AND THE REMNANTS OF HURRICANE MATTHEW IMPACTING PORTSMOUTH, VIRGINIA. WHEREAS, the City Manager of the City of Portsmouth, acting in her official capacity as Director of Emergency Management, did on October 9, 2016 declare a Local Emergency due to severe weather and the remnants of Hurricane Matthew impacting Portsmouth, Virginia; and WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of Portsmouth, it is now incumbent on City Council to take official action ratifying said declaration of emergency; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is hereby ratified and approved, and that the City Manager is further authorized to take all actions reasonable and necessary to complete implementation of all measures taken to respond to said emergency.” Ayes: Cherry, Moody, Psimas, Whitaker, Wright Nays: None Mayor Wright spoke on the following:   Thanked Ryan Bedell, Video Service contractor, for his work with the City and congratulated him on his new position as Videographer with the Colonial Williamsburg Foundation.  City of Portsmouth being recipient of the Stairway to Success 2016 Gold Level Award from the Virginia Municipal League to the City. Vice Mayor Psimas spoke on the following upcoming events:   Great Chesapeake Bay Schooner Race, October 14-15, 2016.  Last day to register to vote, October 17, 2016.  Portsmouth Homeless Assist Day, October 20, 2016.  Upcoming Halloween activities. Motion by Ms. Psimas, seconded by Mr. Moody, to add an item to the agenda to remove rule fining members of City Council, and this motion was defeated by the following vote” Ayes: Moody, Psimas Nays: Cherry, Whitaker, Wright Mr. Cherry provided information on the upcoming Build on Portsmouth Focus on the  Future workshops where citizens can provide input on the City’s Comprehensive Plan. These sessions will be held on November 10, 2016 at TCC, 12-1:30 p.m. and at Churchland High School, 6:30-8 p.m.
