October 11, 2016 <br /> <br />BE IT FURTHER RESOLVED <br /> by the Council of the City of Portsmouth, Virginia <br />that the City Manager and her designees are authorized to take such further actions as <br /> <br />are necessary or desirable to implement the said Policy.” <br /> <br />Ayes: Cherry, Moody, Whitaker, Wright <br />Nays: Psimas <br /> <br />Adoption of a resolution confirming a Declaration of Local Emergency due <br />to severe weather and the remnants of Hurricane Matthew impacting Portsmouth, <br />Virginia. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />SEVERE WEATHER AND THE REMNANTS OF HURRICANE MATTHEW IMPACTING <br />PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on October 9, 2016 declare a Local <br />Emergency due to severe weather and the remnants of Hurricane Matthew impacting <br />Portsmouth, Virginia; and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br /> <br />respond to said emergency.” <br /> <br />Ayes: Cherry, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> Mayor Wright spoke on the following: <br /> <br /> <br /> Thanked Ryan Bedell, Video Service contractor, for his work with the City and <br />congratulated him on his new position as Videographer with the Colonial <br />Williamsburg Foundation. <br /> <br /> City of Portsmouth being recipient of the Stairway to Success 2016 Gold Level <br />Award from the Virginia Municipal League to the City. <br /> <br /> Vice Mayor Psimas spoke on the following upcoming events: <br /> <br /> <br /> Great Chesapeake Bay Schooner Race, October 14-15, 2016. <br /> <br /> Last day to register to vote, October 17, 2016. <br /> <br /> Portsmouth Homeless Assist Day, October 20, 2016. <br /> <br /> Upcoming Halloween activities. <br /> <br />Motion by Ms. Psimas, seconded by Mr. Moody, to add an item to the agenda to <br />remove rule fining members of City Council, and this motion was defeated by the following <br />vote” <br /> <br />Ayes: Moody, Psimas <br />Nays: Cherry, Whitaker, Wright <br /> <br /> Mr. Cherry provided information on the upcoming Build on Portsmouth Focus on the <br /> <br />Future workshops where citizens can provide input on the City’s Comprehensive Plan. <br />These sessions will be held on November 10, 2016 at TCC, 12-1:30 p.m. and at <br />Churchland High School, 6:30-8 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br />
